The Children and Youth Group (CYG) in The Salvation Army Singapore serves over 500 vulnerable children and youth yearly. In line with our vision to provide a continuum of care for those in need, our services span from preventive services, foster care and residential services to reunification support services for vulnerable children returning to their natural families after being removed due to safety concerns. DESIGNATION : HR & Admin Manager

ABOUT THE JOB

We are looking for a dynamic and forward looking professional who has a track record of building employee capability and engagement, full spectrum of HR admin management and improving processes.
Leading a team of 3, you would need build capability in your team and inspire others to improve the way we do things. A strong administrator yourself, you should have experience with improvement projects using approaches such as business process re-engineering, lean management or leveraging on IT to increase efficiency and effectiveness. A strong communicator, you will need to be a team player and work well with multiple parties such as operational heads as well as our HQ colleagues. You will also need to be good at change management and yet patient when change is not able to happen fast. Emotionally balanced, you are able to be firm but yet supportive when needed
Managing your team, your key responsibilities will include general admin to ensure excellent functioning of the CYG corporate support and the meeting of children’s homes licensing and funding requirements, employee engagement and organisational development, full suite of HR administration covering recruitment/retention, maintenance of employee records, supporting DHQ HR in payroll accuracy, talent management and staff development.

QUALIFICATIONS

  • Degree in Human Resources Managemant, Business Studies/ Administration/ Management or equivalent.
  • Candidate must possess at least 5 - 10 years of similar working experience in a mid to large-size organization with a fast-paced environment.
  • Strong leadership skills.
  • Track record in process improvements, employee engagement and/or organisational development preferred.
  • Good experience in HR management.
  • Good interpersonal, analytical, and problem-solving skills
  • Able to handle pressure and handle multiple tasks.
  • Strong communication and coordination skills.
  • Meticulous, resourceful, independent and able to work in a fast-paced environment.
  • IHRP Certification Preferred

Responsibilities:

DETAILS OF KEY RESPONSIBILITIES ARE AS FOLLOWS:

  • Lead HR and admin team in a way where processes, admin and HR practices are effective, efficient and of high standards
  • Conduct regular reviews of SOPs and Admin processes to realise efficiency gains and improve effectiveness
  • Ensure that statutory, government and funding requirements of CYG and children’s homes are met for admin and HR.
  • Be a thought partner to the management team on HR and admin matters.
  • Oversee a full spectrum of HR admin including:
  • Support in manpower planning.
  • Recruitment and retention of talent to meet operational needs.
  • Employee relations including staff grievances and displinary issues.
  • Support DHQ in compensation and benefits matters including ensuring accuracy for payroll and benchmarking.
  • Capability development plan and execution.
  • Plan and facilitate appraisal processes
  • HR admin work such as records, reports and training administration.
  • Manage employee engagement and organisational development to enable a positive and conducive culture.
  • Ensure support for management meetings and timely preparation of statistics, reports and surveys.
  • Undertake assignments and projects as and when required.
