SUMMARY:

Reporting to the Team Lead, HR Systems Team, the HR Systems and Business Analyst is responsible for analyzing Human Resource data to identify trends and opportunities for improvements. In this position you will exercise your strong working knowledge of Human Resource operational procedures as well as your expertise in quality management, lean, and data processing. The Analyst works with all levels of HR staff in assessing needs for various business functions. Assists HR Leaders and staff in identifying and analyzing options and recommends business process enhancements. Assists team members in identifying and developing reports that are needed by the department and users of HR information. Leads and facilitates the rolling out and testing of new systems and upgrades and coordinates implementation with team members. Works with Leaders and other HR Systems & Reporting staff to develop training plans and training documents, process design and best practice for systems users. Ensures integrity of HR Systems data and facilitates accurate reporting by developing and implementing data auditing systems/processes and conducting audits on system data. Develops, designs and prepares reports and analyses and presentations. Represents team in internal and external meetings and committees.

QUALIFICATIONS / SKILLS AND EDUCATION:

Education
Degree in Information Technology, Human Resources, Business Administration or related field plus three (3) to five (5) years’ related experience in data analysis and data quality management, including the use of querying tools (e.g. SQL, PeopleSoft, Access, Excel) to access relational databases, and analysis tools (e.g. Tableau, SSRS, SPSS, Python, R), or an equivalent combination of education, training and experience.
Skills and Abilities
Writes queries in SQL to extract data from relational databases in preparation for analysis.
Contributes to the development of data warehouse infrastructure through warehouse design recommendations, and writing SQL stored procedures.
Uses strong statistical skills to analyze data and information.
Strong knowledge of data quality processes.
Strong facilitation and education skills. Ability to communicate effectively with all levels of staff and management.
Ability to produce fast data analysis responses to ad hoc questions from various HR stakeholders.
Practices diligence and care when gathering, maintaining, monitoring, calculating and summarizing data. Ability to gather, summarize and report information in a clear and concise manner.
A keen, high level awareness of what is needed to make business intelligence and analytics a successful function within a large organization with many internal and external stakeholders.
Ability to gather requirements from various user groups and translate those requirements into technical specifications.
Ability to provide client-focused services.
Demonstrated ability to lead in the development and the implementation of new processes and procedures related to HR systems and data quality.
Ability to foster collaborative working relationships with internal and external stakeholders.

Responsibilities:

Analyze Human Resource data to identify trends and opportunities for improvements. Apply working knowledge of Human Resource operational procedures as well as expertise in quality management, lean, and data processing.
Leads the Data Steward Committee and works with HR staff/Data Stewards in gathering information and assessing needs for various business functions within the department by identifying and analyzing options and recommends business process enhancements.
Facilitation of working group/working team meetings (e.g., Sprint Meetings) and assists team in translating this information into work requests for applicable technical teams including work flow and process documentation. Prioritizes projects and workload based on urgency and impact to the organization.
Assists users with issues related to the use of HR systems by troubleshooting issues, identifying options, tracking and documenting issues, and working with users and technical staff towards resolution of issues. Follows up on outstanding work orders.
Works with Leader, Data Stewards and other HR Systems & Reporting staff to develop training plans and training documents for systems users.
Guides HR staff in the use of queries to select and compile information from the HR systems as needed. Works with HR staff to refine information needs and relays information to HRIS Shared Services and other relevant personnel to enable the development of applicable queries and reports. Designs and develops complex reports as needed.
Provides process review, consultation and determines needs including building and developing reports, analyses, and recommendations to Leader as required to assist decision-making processes. Ensures accuracy and relevance of data reported. Presents report findings and solutions when necessary.
Understands use and significance of data for each user and acts as the bridge between technology and consultation to ensure the user is getting what is required. Leads the rolling out and testing of new systems and upgrades. Drafts communications for approval by Leader.
Observes use of systems during implementation phases of new systems or upgrades. Monitors go-live, troubleshoots any system implications from implementation.
Ensures integrity of HR Systems data by developing and implementing data auditing systems/tools/processes. Creates and builds queries designs reports and develops audits to minimize errors. Performs and/or coordinates random and scheduled audits on system data.
Reviews trends in data errors, provides recommendations and develops best practice to reduce data errors through training Data Stewards and staff in data quality efforts within HR. Leads Data Steward Model to ensure HR is vested in data quality.
Leads the establishment and preparation of standards, procedures and instructions that contribute to the effectiveness of data quality and enhance HR systems’ use and functionality. Delivers data governance and management of the ecosystem of data.
Builds effective relationships with HRIS Shared Services, Sustainment, Decision Support, PHC Operations and Service Departments, BCCSS, Finance and relevant personnel from the Health Authorities, or relevant external vendors to successfully manage HR systems applications and create mutually beneficial work partnerships (ministry and government) and opportunities to leverage on existing technologies.
Represents HR in regular HRIS Shared Services and Sustainment meetings for identification and resolution of issues, consideration and evaluation of potential system and process improvement changes and/or regarding implementation of contractual or other HR initiatives.
Represents PHC on Provincially mandated initiatives, tables and committees.
Keeps abreast of current best practices related to HR systems and related technologies through self-learning, networking with peers and outside agencies, literature review and research. Evaluates potential tools and resources that could be brought to the team and organization. Makes business case for new technology.
Performs other related duties as assigned
