THE POSITION

The Department of Environmental Protection is looking for a highly motivated and organized Human Resource Analyst 3 to join the Employee Relations and Workforce Support Division. DESCRIPTION OF WORK
The primary function of the Human Resource Analyst 3 is to provide technical advice and services to ensure that management’s position is effectively represented in the collective bargaining process and that managers and supervisors understand and adhere to labor contracts and related aspects of the American Federation of State, County and Municipal Employees (AFSCME) Master Agreement, Civil Service Reform Act, and Personnel Rules. You will participate in contract negotiations, present proposal recommendations and analyses to department senior and executive management and assess contract proposals for department impact and offer counter proposals when appropriate. You will also investigate discipline and contract interpretation grievances within the Accelerated Grievance Procedure (AGP) through interviews and meetings and represent management at first step, second step Joint Area Committee, and third step State Committee for AGP grievances.
Within this role, you will also be involved in adverse action administration and advise managers and supervisors of the concepts to apply when determining appropriate levels of discipline. You will assist in the development of performance standards and in the review of Agency Annual Performance Evaluation Reports. Excellent interpersonal skills and a teamwork mentality is essential in this position in order to provide support and develop and maintain effective working relationships with department managers and supervisors, union representatives, and various officials.

MINIMUM EXPERIENCE AND TRAINING REQUIREMENTS:
- One year as a Human Resource Analyst 2 in the area of the parenthetical; or
- One year as a Field Human Resource Officer 1, and one year of professional experience in the area of the parenthetical; or
- Two years of experience in the performance of professional human resource work, including one year of professional experience in the area of the parenthetical; and a bachelor’s degree; or
- An equivalent combination of experience and training.
