Job Title: Human Resource Consultant 4 - HRMS Program Unit Supervisor
Location: Olympia, WA / Hybrid

Salary: $70,800 - $95,184 Annually
If you’ve been looking to take your Human Resource Information System processing experience to the next level, look no further. We are on the hunt for a professional expert and supervisor for the Human Resource Management System (HRMS) Program unit, which is the enterprise HR and payroll system for Washington State government. HRMS is used to create, document and update employment actions, position details and employee information.
This position is critical in supporting processes and procedures to ensure all agency employment actions are completed accurately and timely in compliance with the Collective Bargaining Agreements (CBA), rules, and agency policy. This position is responsible for developing, implementing, and maintaining agency-level solutions, standards, guidelines, best practices in the area of personnel and position entry into HRMS, and data analytics.

THIS POSITION ALSO REQUIRES THE FOLLOWING KNOWLEDGE, SKILLS AND ABILITIES:

  • Skilled in communicating complex concepts orally and in writing.
  • Skilled in organizing and prioritizing multi-layered projects with conflicting timelines.
  • Ability to communicate respectfully and effectively with diverse groups of people.
  • Ability to handle shifting priorities and switch directions quickly while maintaining a calm, professional attitude.
  • Ability to analyze and evaluate data.

IN ADDITION TO THOSE REQUIRED QUALIFICATIONS, OUR IDEAL APPLICANT WILL ALSO HAVE SOME OR ALL OF THE FOLLOWING:

  • One (1) year of experience as a professional HR Consultant, where an essential function of the job was utilizing the Human Resource Management System and maintaining data integrity.
  • Six (6) months experience creating reports at the Excel intermediate to advanced level.
  • Six (6) months experience using Washington Workforce Analytics (WWA), Enterprise Data Warehouse (EDW) or like system.

Required Qualifications:

  • Five (5) years of professional human resource experience that includes three (3) years of Human Resource Information System processing

Responsibilities:

  • Serve as the DCYF professional expert for HRMS and HR data integrity:
  • Independently evaluates, responds, and resolves complex technical HRMS related issues and questions from HR/Payroll professionals and agency staff.
  • Exercises advanced technical knowledge of HRMS, DCYF HR processes and procedures to lead the centralized HRMS processing team.
  • Leads the HRMS processing team while providing consultation and advice to agency staff statewide, to include the following:
  • Primary resource to HRMS users by providing advice on HRMS and completing HR and payroll processes.
  • Provides leadership and direction for personnel actions and organizational management actions keyed into HRMS.
  • Supervision of staff:
  • Lead and oversee the HRMS team.
  • Update and create unit policies, procedures, and processes.
  • Ensure the HRMS Unit team has the tools, training, and resources.
  • Manage and coordinate data:
  • Manage and assign data report requests within the HRMS team.
  • Oversee and coordinate data audits and data integrity issues.
  • Collect and collaborate various forms of data and provide analysis for statewide reports and presentations.

Required Qualifications:

  • Five (5) years of professional human resource experience that includes three (3) years of Human Resource Information System processing.

OR

  • Bachelor’s degree with a focus in business, human resources, or related AND three (3) years of professional human resource experience that includes two (2) years of Human Resource Information System processing.
