JOB SUMMARY:

The Human Resource Generalist is responsible for providing leadership and guidance in the delivery of HR services, initiatives and programs. The incumbent partners with designated operational areas to consult on matters related, but not limited to, recruitment and selection, employee and labour relations, attendance management and performance management.

QUALIFICATIONS:

University Degree in Commerce or Business with a focus in Human Resource Management or a related discipline
Minimum five (5) years of recent and related human resource generalist experience in a unionized environment
Knowledge of Manitoba Labour Law, Employment Standards Code, Human Rights Legislation and in the administration of a collective agreement
Knowledge of the principles of behaviour based interviewing
Proficiency in the use of personal computers and software in a Windows environment
Demonstrated research, initiative, planning and organization, analytical and problem solving skills
Excellent interpersonal and communication, both verbal and written, including facilitation, presentation and public speaking
Ability to establish and maintain good working relationships with all levels of internal and external stakeholders including the ability to collaborate and influence effectively
Ability to utilize tact and discretion in dealing with complex issues, sensitive and confidential information
Ability to work under pressure, manage multiple demands and adapt to organizational change
Ability to generate innovative solutions to work situations
Ability to work independently and make a positive contribution within a team environment
Chartered Professional in Human Resources (CPHR) would be an asset

Responsibilities:

Partners with internal stakeholders in designated operational areas to provide consultative support, advice and strategic business solutions in the development and/or delivery of Human Resource matters including, but not limited to, the application and interpretation of related legislation, policies, procedures and the Collective Agreement (CA); proactively identifies operational needs and recommends/implements solutions; and participates in operational meetings as required.
Provides leadership and expertise in all matters related to the recruitment and selection process including proactively managing vacancies within designated operational areas; monitors budgets and internal staff movement; posts vacancies; collaborates on selection and/or testing criteria; guides the selection process; extends offers; provides feedback; and facilitates orientation and onboarding for new hires.
Develops and maintains effective and respectful working relationships with staff, management and union officials that support positive union/management relations.
Executes labour relations strategy; identifies and addresses labour issues/concerns in the administration and interpretation of the CA; consults and advises management through the initial stages of the grievance process; researches and analyzes legislation and arbitral jurisprudence. May present facts and arguments on behalf of management through the grievance process; negotiates resolution and documents the settlement agreement.
Advises and recommends strategies to supervisory staff, management and/or union officials on attendance, performance management, conduct related issues and organizational change.
Researches and compiles background information and costing summaries for collective bargaining. May be required to participate in bargaining the CA.
Prepares and distributes communication materials informing employees of changes to human resource policies, programs, procedures and/or practices and presents on human resources topics as required.
Researches and compiles ad hoc and activity reports as required.
Participates and/or leads various organizational initiatives related to human resources. This may include developing the project plan and contracting with external service providers.
Contributes to the HR team through sharing knowledge and experience, collaborating with others and participating in department meetings.
Establishes and maintains working relationships with various consultants and experts in the human resources field both public and private to ensure ongoing awareness of the latest trends and development in the field.
Pursues professional and personal development through continuing education and training, literature reviews, workshops and seminars.
Performs other duties as assigned.
