Description:

JOB SUMMARY

Human Resources Advisor is responsible for: providing client focused services to designated branches, departments, and units of Calgary Public Library; and ensuring they move the organization closer to achievement of the vision, mission, values, and strategic plan. Responsibilities include: recruitment and selection; employee relations; performance management; attendance management; training and development; employee communications and assisting with policy development and HR strategies for the Calgary Public Library.
This position works in concert with other members of the Human Resources team.

QUALIFICATIONS

Educational Requirements: Possess a University Bachelor level degree in a directly related field A related professional designation such as Certified Human Resources Professional (CHRP) is considered an asset

WORK EXPERIENCE:

  • A proven record of excellence of at least five (5) years’ directly related experience, preferably in a unionized environment, and demonstrating increasing levels of responsibility and complexity.
  • Aptitude to maintain a high level of integrity and confidentiality relating to employee information.
  • Enjoys providing a high level of customer service to employees and managers.
  • Excellent customer service, interpersonal, and relationship-building skills.
  • Superior communication (verbal and written), problem-solving, and decision-making skills.
  • Advanced technological literacy skills.

SPECIALIZED KNOWLEDGE AND PRACTICAL SKILLS:

Practical working knowledge, best practices and emerging issues and trends in human resources functions.

Working knowledge of:

  • Employment Standards
  • Labour Relations Act
  • Occupational Health and Safety Act, Code and Regulations
  • Worker’s Compensation Board Act and Regulations
  • Administration of collective agreements

Responsibilities:

RESPONSIBILITIES AND ACTIVITIES

  • Support and advise managers re: recruitment and selection; employee relations; performance management; attendance management; training and development
  • Ensure that support and advice provided aligns with the Library’s strategic plan, vision, mission, and values
  • Interpretation of the Collective Agreement
  • Collaborate with other members of the Human Resources team to provide support and advise managers re: disability management; benefits; compensation; labour relations
  • Participate and collaborate in the research, development and implementation of human resources policies, procedures, and practices
  • Promotes a positive culture in the organization that values diversity, trust and respect for employees and recognizes their contributions
  • Develop and facilitate training sessions on various human resources topics
  • Establish and maintain effective partnerships with client groups
  • Adhere to all federal and provincial government regulations in terms of Employment Standards, Alberta Human Rights, Alberta Labour Relations and FOIP
  • Understands and adheres to the Canadian Council of Human Resources Code of Ethics and Code of Conduct
  • Assist the Manager, Human Resources
  • Participate in other Human Resources initiatives and projects, as required
  • Confidentiality and professionalism
  • Ongoing professional development in Human Resources issues, trends and developments
  • HRIS administration, reports and analysis
  • Other related duties

LEADERSHIP ROLE

  • Positive and productive relationships and integration with other parts of the library system
  • Leverages use of all available resources
  • Timely identification and thorough analysis of factors including annual staffing and operations budget which affect assigned functions and the development of responsive and innovative action plans
  • Effective evaluation, measurement and monitoring of assigned functions
  • Active and focused participation in initiatives which support and enhance the accomplishment of system goals and objectives
  • Continuous individual development and growth
  • Creates a team of expert staff members who are committed to excellence in all endeavours
  • Ensures the success of team staff members in assigned business units by:
  • Effective selection of new staff members
  • Ensuring a high standard of performance and a strong customer service orientation by providing regular feedback and enforcing procedures and standards
  • Ensuring employees in each business unit receive written performance reviews on an annual basis or more frequently, if required
  • Working with business unit supervisors and managers for implementing disciplinary action including termination, as required
