A bachelor’s degree and relevant experience. An equivalent combination of education and relevant experience may be accepted with prior approval.

  • Must have good organizational skills. Strong computer skills are essential.
  • Knowledge of Microsoft products to include Outlook, Word, and Excel.
  • Ability to maintain a good working relationship with customers, employees, and co-workers.
  • Knowledge of Human Resources policies, procedures, and regulations.
  • This position reports to the Employment and Recruitment Human Resources Manager I and performs job functions under general supervision.
  • Work in a team environment and interacts with other HR personnel daily.

Responsibilities:

RESPONSIBILITIES OF THE EMPLOYMENT AND RECRUITMENT HR SPECIALIST

  • Coordinates recruitment and selection process for filling vacancies for all Upstate and Midlands full-time and temporary positions.
  • Acts as a back-up for all regions and Headquarters as needed. Ensures all required communications with management and Training are executed timely.
  • Coordinates and manages the final selection and offer process of vacant positions for accuracy and compliance with State and Federal laws.
  • Runs 10-Year driver’s license checks if needed, requests out-of-state driver’s license checks from Driver Services and reference checks as needed.
  • Coordinates fingerprinting of select employees through MorphoTrust and tracks results received from FBI.
  • Completes all logging and tracking requirements. Distribute job offer letters, complete all communications to reporting and hiring officials, training, and all other Supervisor/Management teams.
  • Assists in the staffing process to include ensuring job vacancies are posted and distributed internally on NEOGOV, DEW and other means like Linked-In, Facebook, AAMVA, etc. if necessary.
  • Assists in making sure that all applications are reviewed and evaluated based on the minimum training & experience requirements.
  • Ensures proper EEO information is entered for tracking purposes.
  • Accurately process ArcPoint/Morphotrust background checks and Driver’s License checks.
  • Manages the fingerprinting of select employees through MorphoTrust and track results received from SLED and the FBI.
  • Coordinates the Non-Paid Work Experience Program for the Upstate and Midlands to include Vet Success, Voc Rehab., Volunteers and Interns.
  • Recruits the suitable candidate for each office that is interested in employing a NPWE employee.
  • Assists with interviews and job placement.
  • Completes all paperwork weekly and assists each manager with monthly reports to assure reports are completed in a timely manner.
  • Coordinates the Temporary Separation/Rehiring Process for Upstate and Midlands.
  • Ensures all temporary employees are separated from the agency within one year of start date.
  • Coordinates with managers/supervisors and HR to ensure documents of pending separations are processed in a timely manner.
  • Assists in projects and special assignments.
  • Assists in all areas of Employment and Recruitment including record maintenance, badging system, & I-9 process, to include scheduling interviews as requested by Senior Agency directors.
  • Assists in the research and gathering of Freedom of Information Act requested information.
  • Assist in the development and implementing of interviewing skills training for our agency.
  • Assists in coordinating the on-boarding process with the HR team, new employees, and Training. In rotation with other Employment & Recruitment team members, serves as the facilitator during New Employment Orientation welcoming new hires, providing point of contact information for managers, gathering documentation and ensuring all PowerPoint classes are ready and available for instructors.
  • Assists in career/job fairs and on-site hiring events. Communicate with S.C. Works and Strategic Communications to ensure a smooth and workable process.
  • Other duties as required by manager.
