Description:

THE HUMAN RESOURCES DIRECTOR MAY BE LOCATED WITHIN THE BORDER BANK REGION OF FARGO, NORTH DAKOTA, COON RAPIDS, THIEF RIVER FALLS, ROSEAU, MIDDLE RIVER, INTERNATIONAL FALLS, GREENBUSH, CLEARBROOK, BAUDETTE, AND BADGER, MINNESOTA.

The Human Resources Director plans, directs, and implements policies and programs for all areas of Human Resources. This includes staffing, compensation, compensation benchmarking, benefits, benefit management and contracts, employee relations, payroll, and training.
The Human Resources Director must understand the fundamental strategic direction of the bank and support implementation of those strategies through hiring, training, and compensation practices.

HUMAN RESOURCES DIRECTOR ACCOUNTABILITIES:

  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to executive management.
  • Implement and administer employee benefits programs; research and assess employee benefit needs, including benchmarking to peer businesses, and make recommended changes to executive management. Actively participate in the benefit contract process.
  • Oversee payroll, recruitment, onboarding, Workers Compensation, 401(k) Plan, FMLA, audits and regulatory compliance and reporting.
  • Guides executive management in required policy adherence by researching, developing, and creating policies and guidelines.
  • Works with the Chief Financial Officer in developing and implementing departmental budget.
  • Responsible for enhancing the overall culture of Border Bank. This includes projects to improve employee morale, wellness, and engagement.
  • Will serve as administrator and be proficient in all HR software utilized.
  • This position will work with the HR Officer to determine training needs of employees within the bank. This includes on-line training, in-person training, educational assistance, and other outside training requests.
  • Assure that there exists a training plan which will define and assure that employees with specific training needs are receiving the opportunity to receive this training.
  • May directly deliver some training. This may include the delivery of supervisor, regulatory or other training as deemed necessary by the bank.
  • Research and present to Executive Management various benefit providers to assure that such costs are provided to the bank in a cost-effective manner.
  • Periodically review the salary structure within the bank to determine competitive factors and recommend changes that might be appropriate in the overall salary and bonus program.
  • Communication of compensation philosophy and process to employees.
  • Work as liaison with Executive Compensation Committee in determining executive compensation.
  • Work with management to assure fair employee evaluations and salary administration process.
  • Ensure the organization’s performance evaluation process is fair, efficient, and effective.

HUMAN RESOURCES DIRECTOR EDUCATION AND EXPERIENCE:

  • Four-year degree in Human Resources, Business Administration, or significant related business experience.
  • Six to eight years’ experience in human resources or related field.
  • Preferred experience on the contractual side of benefits and benefits management.
  • Preferred experience in compensation benchmarking.
