JOB DESCRIPTION:

Dynamo Technologies LLC is seeking a highly skilled and experienced Human Resources Generalist to join our team. As a contractor, you will provide expert advisory services in a wide range of Human Resource Management (HRM) areas, with a focus on implementing and sustaining the Defense Civilian Intelligence Personnel System (DCIPS). Your responsibilities will include executing programs and procedures, developing interventions for management on HR issues, and offering solutions to complex problems for program improvement.

REQUIRED SKILLS/ABILITIES

  • Must have an active TS/SCI Clearance.
  • Comprehensive knowledge of Federal HR personnel management and DCIPS laws and regulations.
  • Knowledge of Title 5 and DCIPS Title 10 laws/regulations
  • Strong analytical, problem-solving, and communication skills.
  • Ability to work collaboratively and effectively in a team environment.
  • Proficiency in using HR management tools and software.

EDUCATION AND EXPERIENCE:

  • Four years of professional experience
  • Bachelor’s degree in Human Resources, Business Administration, or related field preferred.

Responsibilities:

  • Provide expert advisory services in HRM areas, focusing on the implementation and sustainment of DCIPS.
  • Develop interventions and solutions for management on significant HR issues and program improvement.
  • Utilize knowledge and experience with DoD/civilian personnel systems such as Performance Appraisal Application (PAA), Compensation Work Bench (CWB), and DCIPS Payout Analysis Tool (DPAT) to perform intelligence civilian personnel management duties.
  • Provide functional technical expertise, training, and support to military supervisors, managers, and civilian intelligence personnel.
  • Ensure compliance with Federal HR personnel management (Title 5) and DCIPS (Title 10) laws, issuances, instructions, policies, and procedures.
  • Provide administrative management support to approximately 200 civilian personnel, including advising employees, supervisors, and managers on various personnel issues.
  • Advise commanders, supervisors, and managers on civilian personnel issues across different professional and technical positions.
  • Conduct research and advise on sensitive HR issues related to hiring policies and procedures.
  • Prepare and review all civilian personnel request actions to ensure accuracy and compliance with regulations.
  • Process Requests for Personnel Actions (RPAs) and personnel actions in the Defense Civilian Personnel Data System (DCPDS).
  • Coordinate HR actions with senior management officials and provide assistance to other personnel analysts regarding civilian personnel matters.
  • Serve as an HR focal point for staff and units, advising leadership on the civilian performance management cycle and utilization of relevant tools.
  • Provide advisory and assistance support to the DCIPS Pay Pool process.
  • Support planning and execution of the HQ ACC pay pool process for annual personnel performance evaluations.
