ORGANIZATIONAL OVERVIEW

East Bay Agency for Children’s (EBAC) mission is to improve the well-being of children, youth, and families by reducing the impact of trauma and social inequities. EBAC strives to reduce barriers that contribute to disparities in wellness for socio-economically disadvantaged and racially marginalized families and to create communities where all children and families have support systems to reach their full potential.
EBAC was established in 1952 when a group of parents of children with autism wanted to give their children the same educational and recreational opportunities that contribute to the physical well-being and social growth of all children. From this was born the first day-treatment program west of the Mississippi and was the foundation of growth in meeting the needs of children and families living in the San Francisco Bay Area, and especially in Alameda County.
Today, EBAC’s programs serve over 10,000 children, youth and families throughout Alameda County each year with the goal of giving each child and family the specific resources, skills, and support they need to help them reach their full potential. POSITION OVERVIEW

Under the supervision of the Associate Director of Human Resources (ADHR), the Human Resources Generalist is responsible for several functions that support the day-to-day operations of the Human Resources department; such as collaborating with Accounting Department for payroll processing; Onboarding and Offboarding processes; new hire orientation; termination coordination; benefits administration; Workers’ Compensation claims management; HR documentation, including personnel file management and reporting/statistical information; The Human Resources Generalist will respond to EBAC’s management with regard to personnel policies and procedures.
POSITION REPORTS TO: Associate Director of Human Resources

QUALIFICATIONS AND COMPETENCY FACTORS:

  • High School diploma required. Four-year College or University or equivalent combination of education and experience preferred.
  • Minimum of three years generalist or combined generalist and specialist experience in Human Resources required.
  • Basic knowledge of wage and hour rules, and State and Federal employment laws required.
  • Knowledge and experience using ADP Workforce Now System strongly preferred.
  • Excellent written and verbal communication skills required.
  • Ability to work successfully in a team environment with a diverse group of staff, management, volunteers, and external partners.
  • Intermediate to expert computer skills, including Word, PowerPoint, and Excel required. Experience working with G Suite is required.
  • Excellent attention to detail, accuracy and quality required.
  • Ability to work independently, multi-task, meet deadlines, and handle confidential records and issues appropriately required.
  • Ability to appropriately respond to general and specific inquires or complaints from employees or others, and escalate to ADHR as needed.

Responsibilities:

  • Supports processing of semi-monthly payroll.
  • Maintains Personnel Policies, working in collaboration with the HR Team to initiate and implement change.
  • Conducts new hire orientation and ensures appropriate introduction to HR and other EBAC policies, procedures and programs are provided.
  • Maintains secure and organized personnel files, staying in compliance with CARF (EBAC’s accrediting body) and performs annual personnel file audits.
  • Serves on Agency committees as needed.
  • Oversees performance evaluation and training systems (Trak Star and Relias), including tracking and distribution of reports, monthly, to managers with appropriate follow up and notification to senior management as needed.
  • Oversees employee benefit plans’ monthly billing, contract compliance and open enrollment processes. Interacts with the insurance brokers as needed.
  • Prepares periodical and ad hoc internal and external reports as needed, including annual audits using the Agency’s HRIS system and spreadsheets when appropriate.
  • Coordinates background clearance process including monitoring of the DOJ website for new hires or current employees.
  • Designs and implements HR Departmental improvement projects; including updating forms as needed.
  • Coordinates and manages Leaves of Absence with applicable laws and regulations. Provides/collects appropriate and accurate documentation to and from employees.
  • Coordinates termination processes including COBRA notification and exit interviews.
  • Special projects and other duties as assigned.
