Description:

THE POSITION:

The Human Resources Department (HR) currently has an opportunity for enthusiastic and experienced HR professionals to work as a strategic partner specializing in labor and/or employee relations. To be successful in this role, you must have a positive, solution-oriented perspective as well as a proven track record in building effective relationships within and across organizations.
The Program Coordinator (Human Resources Coordinator) positions are responsible for developing, coordinating, and administering human resource-related initiatives, policies, and programs affecting labor and employee relations within the City of San Diego. These positions will perform higher-level employee relations and labor relations functions to support the continuously evolving and increasingly complex needs of City departments, department management, employees, and the six (6) recognized employee organizations (REOs).
After the initial onboarding, the positions are eligible for a hybrid work arrangement. This posting may be used to fill multiple vacancies.
Employee Relations:
Under the direction of the Human Resources Program Manager (Senior Human Resources Officer), the Program Coordinator will be assigned to perform employee relations duties and act as liaison to City Departments, providing guidance and policy advice to department management and employees on various employment issues, such as application and interpretation of City policies, regulations, and MOUs; leading and advising on department fact-finding investigations and investigatory interviews; progressive and property rights level disciplinary actions and appeals; grievance resolutions; leave provisions; federal and state employment and labor laws; rewards and recognition programs; and other employer/employee relation initiatives and matters.
Labor Relations:
Under the direction of a Human Resources Program Manager (Senior Human Resources Officer), the Program Coordinator will be assigned to perform labor relations duties and provide assistance to the City’s liaisons to the six REOs, including successor Memorandum of Understanding (MOU) negotiations, meet and confer processes, and other labor negotiations items. The Program Coordinator will also prepare presentation materials for the Mayor, Council, and City Management; facilitate Labor Management Committee meetings; provide guidance and support to department management regarding labor relations issues, as well as application and interpretation of City policies, regulations, and MOU; and support the City’s goal to maintain a good working relationship with the REOs.

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree in Human Resources, Business Administration, Public Administration, Business Management, or a closely related field, and
  • Minimum of two (2) years of professional experience in the public and/or private sector that demonstrates your proven ability to work in the field of Human Resources (i.e., employee relations and labor relations).
  • Any combination of education and experience that demonstrates these qualifications may be qualifying.
