The Department of Justice’s Office of Justice Programs, Talent Management and Employee Services Branch, Human Resources Division is seeking a human resources business partner to provide the full range of human resource management advisory services in connection with the research and resolution of payroll and time and attendance processing.

Duties
(The duties described reflect the full performance level of this position)
In performing the full range of professional and technical duties in connection with the research and resolution of payroll issues and time and attendance processes, is the subject matter expert on the laws and policies related to pay. Determines the degree of regulatory compliance, and procedural accuracy of compensation program requirements for DOJ OJP.
Handles processing of sensitive payroll requests such as delinquent educational loans, alimony and child support cases, IRS liens, commercial garnishments, and others as required.
Communicates Department of Justice (DOJ), OJP policies and interpretations on pay and leave-related decisions, rulings, appeals, guidelines, and new or revised instructions to managers, peers, employees, and employee organizations.
Implements a range of Human Resources Information Systems projects. Works with DOJ OJP managers to develop alternative strategies and assess trade-offs between conflicting HR requirements, such as Office of Personnel (OPM) requirements, Executive Orders, or Merit Systems Protection Board (MSPB) decisions and issues arising from the implementation of new or revised compensation administration practices, such as an approved new salary rate.
Audits time and attendance (T&A) after payment and leave are released to the processing center. Oversees the data input from rejected T&A’s, missing T&A’s, and missing personnel actions.
Processes complex, unprecedented, or unusual actions complicated by a variety of factors such as different types of pay plans; different types of appointments, employment situations, and conditions; large groups of employees with work schedules that vary from week to week, entitlements including the full range of premium pay, allowances, and special rates; and a world-wide workforce. Makes retroactive adjustments and traces and reconciles errors in pay actions that require extensive research of applicable laws, NFC, OPM and DOJ guidance/policies.
Accesses automated HR systems (NFC, WebTa, Avue) to review the full scope of personnel actions (accessions, promotions, reassignments, and other personnel actions). Identifies errors, proposed corrective actions, and alerts supervisor to issues that have broader significance.
Reviews specific DOJ OJP programs and develops new initiatives related to various HR program areas and HRIS projects with issues that contain complicating elements, such as new regulatory requirements or management improvement initiatives. Serves as backup to the HR Specialist (Information Systems) and as such, runs payroll report in order to assist management in the development of short and long range plans to forecast personnel requirements.
Researches and/or analyzes problems, issues, or program requirements. Provides expert analysis and advice on complex program requirements and identifies relevant issues.
Researches and responds to a variety of routine and complex written and telephone inquiries regarding payroll and HR matters. Subject matter includes missing salary or award checks, T&A problems, insurance, payroll allotments, benefit issues, etc. Conducts extensive research of technical issues and provides expert advice and/or authoritative technical advice to timekeepers, personnel, and administrative staff on pay related issues.

Qualifications

Selective Placement Factor: I have experience processing the full scope of payroll and personnel actions using the Department of Agriculture’s National Finance Center (NFC) system.

MINIMUM QUALIFICATIONS:

Qualifying experience for the GS-12 level includes one year of specialized experience at least equivalent to the GS-11 which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledges, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as: communicating and advising managers and other personnel to resolve complex leave and payroll issues, such as back pay, awards and settlements, retroactive pay issues, leave errors, etc; interpreting proposed pay and leave regulations; and, conducting audits of time and attendance and pay.

TECHNICAL QUALIFICATIONS:

Applicants who meet the minimum qualifications as described above will be further evaluated based upon the following technical qualifications.

  • Knowledge of the concepts, principles, and regulations related to Human Resources Information Systems (HRIS) Programs in the Federal Service.
  • Knowledge of research and analysis techniques to perform management-related compensation studies.
  • Ability to analyze Human Resources issues and problems.
  • Ability to communicate effectively other than in writing.
  • Knowledge of the National Finance Center (NFC)’s payroll operating system.
  • Ability to plan and execute work.
  • Ability to communicate in writing.
  • Ability to meet and deal with others.
