As a Human Resources Technician, you may be eligible for the following benefits per the SEIU MOU:

  • EDUCATIONAL INCENTIVE: Employees earn educational incentive pay for educational attainment not required by the classification. The educational incentive pay is as follows: Associates degree - 2.5%, Bachelor’s degree – 3%, Graduate degree – 3.5%
  • BILINGUAL PAY: A regular full time employee may receive bilingual pay at the rate of $50.00-$125.00 bi-weekly depending on the Level the employee is required to provide bilingual services as determined by the City Manager or designee.

Other Benefits Include:

  • MEDICAL AND DENTAL CAFETERIA: For employees hired on or after January 1, 2023, the City will contribute $1,863.00 towards medical insurance premiums with no cash back. Employees who waive medical insurance will receive $500.00 per month cash back provided they show proof of other qualifying coverage. The City will continue to provide $74.21 per month towards dental insurance.
  • DEFERRED COMPENSATION: The City contributes 1% to a deferred compensation program.
  • LIFE INSURANCE: City employees receive Basic Life Coverage under the existing level of benefit for life insurance. Employees also have the option to purchase additional insurance.
  • TUITION REIMBURSEMENT: Full-time employees are eligible for 100% reimbursement of the cost of tuition, registration fees, laboratory fees, and books to a maximum of $1,000 per fiscal year for work-related coursework.

CLASSIFICATION SUMMARY:

This class is the fourth level in a nine-level Administrative Services series devoted to providing management analysis and oversight; program marketing, outreach and education; fiscal analysis and oversight; and administrative/clerical/customer service support to programs, projects, executive staff and elected officials. Incumbents provide specialized paraprofessional support to a program or function that requires sufficient subject-matter knowledge and expertise in an assigned field to reconcile and verify the work of others; coordinate processes; implement policies and procedures and provide technical assistance to higher level staff.

EDUCATION/EXPERIENCE:

  • High School Diploma or GED and four (4) years of related experience, including two (2) years of paraprofessional support experience comparable to and Administrative Services Specialist with the City of Oxnard in a field related to area of assignment; OR
  • Associate’s degree (or 60 units) in a related field such as business administration, and two (2) years of paraprofessional support experience comparable to and Administrative Services Specialist with the City of Oxnard in a field related to area of assignment
    NOTE: To qualify for the educational incentive benefit, candidates must possess a degree level of Bachelor’s or above.

OTHER REQUIREMENTS:

  • Must be able to effectively communicate in English, both orally and in writing

HIGHLY DESIRABLE QUALIFICATIONS:

  • Experience using NeoGov and/or other Talent Management/HRIS systems

Responsibilities:

WHAT YOU’LL DO:

  • Partner with various departments and colleagues to coordinate recruiting, selection and onboarding for open positions
  • Create and prepare job bulletins with related advertising and recruiting information
  • Use excellent customer service skills to provide a positive experience for job candidates
  • Support HR team members with various duties related to Employee and Labor Relations
  • Get involved with special projects where you can learn skills and develop abilities within the Human Resources field

ESSENTIAL FUNCTIONS

This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.

  • Assists in a variety of recruitment activities for departments and divisions;
  • Prepares job bulletins, advertisements, and recruitment information as directed;
  • Develops and makes logistical arrangements for oral, written, and performance tests;
  • Administers, scores tests, and notify applicants of interview/test results;
  • Performs applicant screening, test development, and administration;
  • Preparing interview materials and processing job offers;
  • Scheduling interviews;
  • Conducting employee on-boarding process;
  • Providing assistance to applicants;
  • Prepares updates and reports on recruitment status and eligibility lists;
  • Maintains recruitment files on all positions in accordance with mandated records retention schedule;
  • Processing and tracking vacancy requests;
  • Assists professional staff in gathering and verifying data and maintaining the classification and compensation plans;
  • Prepares, maintains, and updates job descriptions;
  • Prepares and processes personnel action documents related to hiring new employees, promotions, demotions, merit salary adjustments, resignations, terminations, and dismissals;
  • Conducts background investigations and communicates information to Human Resources leadership;
  • Receives and responds to internal and external customer inquiries. Researches, analyzes, troubleshoots, and provides information and support related to functional area or program assignment.
  • Coordinates, monitors and responds to complex information and record requests; researches related data and information; explains and interprets information related to processes and procedures.
  • Prepares, maintains and updates system information, databases, tracking systems, logs, correspondence, and/or other related documents; oversees and provides for the maintenance of files, records, data and functional/program documentation.
  • Performs related duties as assigned
