Job Summary:
The Department of Economic Security, Division of Employment and Rehabilitation Services (DERS) strengthens Arizona communities by bridging and minimizing gaps to employment and independence.
DES is seeking an experienced and highly motivated individual to join our team as a Human Services Program Development Supervisor with the Rehabilitation Services Administration (RSA). This position will participate in the development and maintenance of relationships with community organizations, employers, and workforce development teams to implement program services, conduct outreach, identify gaps in services, and actively develop employment opportunities for Vocational Rehabilitation (VR) clients. The position is responsible for monitoring the Employment Outreach Specialists, collaborating with RSA leadership, and developing a comprehensive employment
outreach program, leading to the successful employment of clients.
This position may offer the ability to work remotely, within Arizona, based upon the department’s business needs and continual meeting of expected performance measures.

Job Duties:

Essential Duties and Responsibilities include but are not limited to:

  • Provides supervision and oversight of VR staff. Responsible for personnel functions including hiring, staffing, coaching, mentoring, evaluating, and training.
  • Facilitates regular team meetings, discussions, and case staffing, responsible for assigning workloads and duties.
  • Develops, coordinates, and maintains relationships with community partners in private, public, and nonprofit sectors. This includes regular team meetings, facility tours, and virtual collaboration meetings.
  • Leads the development of the business engagement efforts with the public workforce system and facilitates the collaboration of teams in the implementation of a seamless system of service delivery by developing partnerships with the workforce delivery systems (internal and external) (training development and delivery, committee presentation and career pathway coordination).
  • Leads business engagement training, resource development, coordination of strategic accessibility initiatives, and business engagement. Enhance program development through outreach and strategic thinking.

Knowledge, Skills & Abilities (KSAs):

  • Knowledge of administering employment outreach program services.
  • Knowledge of basic principles of presentation, training methods, and principles of learning.
  • Knowledge of the Rehabilitation Services Administration/Vocational Rehabilitation programs and services.
  • Skills in conducting needs assessments and preparing reports formulating program-related plans, recommendations, and corrective action plans.
  • Skills in developing and implementing processes and procedures.
  • Skills in proactively developing and maintaining cooperative and professional relationships.
  • Ability to present information in both written and verbal form.
  • Ability to listen, and actively seek information to understand stakeholder circumstances, problems, expectations, and needs.
  • Ability to leverage resources to collaborate with community partners.

Selective Preference(s):

The ideal candidate for this position will have:

  • Commission on Rehabilitation Counselor Certification (CRCC) preferred.
  • One year of supervisory or management experience.
  • Experience working with individuals with disabilities.

  • Travel will be required for State business. If this position requires driving or the use of a vehicle as an essential function of the job, then the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance. (see Arizona Administrative Code (A.C.C.) R2-10-207.11).

Retirement:
State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
