KNOWLEDGE, SKILLS, AND ABILITIES

  • Knowledge of mental health, substance use disorders and the Public Behavioral Health Service system.
  • Experience with providing supervision of professional staff, monitoring budgets and fiscal oversight of programs, preparing and responding to grants and Request for Proposals, and writing reports related to program performance and outcomes.
  • Must have experience providing training.
  • Must be detail oriented and able to work independently and manage a variety of tasks.

REQUIRED QUALIFICATIONS

Graduation from an accredited college or university with a bachelor’s degree in a social or behavioral science
plus
at least four years’ experience providing human services, such as intake/referral, counseling or educating, which includes one year in a supervisory capacity.
(Related education beyond a bachelor’s degree may be substituted on a year-for-year basis up to a maximum of two years for the required non-supervisory experience.

Additional experience in providing human services may be substituted on a year-for-year basis up to a maximum of two years for the required education. Experience in the supervision and management of a human services program may be substituted on a year-for-year basis up to a maximum of four years for the required education.)Preferred Qualifications

  • Experience working in the Public Behavioral Health System;
  • Experience providing supervision to professional and clinical staff;
  • Experience in providing training;
  • Demonstrated ability to work with multiple groups and organizations in a collaborative manner;
  • Advanced clinical license preferred.

EDUCATIONAL ASSISTANCE

70 to 80 percent tuition reimbursement following successful completion of pre-approved courses related to position. Amount of reimbursement and fiscal year dollar limitations vary with bargaining group.

The Human Services Program Manager in the Department of Health, Bureau of Behavioral Health, Core Service Agency Division will assist in the planning, development, and management of a full range of treatment and rehabilitation services for the Public Behavioral Health System in Baltimore County for persons living with serious mental illness and substance use disorder. The Human Services Program Manager will be responsible for collaborating with other human service agencies, supervising clinical staff, monitoring budgets and grant expenditures, working with providers, monitoring contracts for performance and compliance, preparing grant proposals and reporting on program implementation.

Under general supervision, duties of the position will include:

  • Management of behavioral health programs and initiatives for the Core Service Agency (CSA) Division of the Bureau of Behavioral Health.
  • Provide supervision and oversee daily operation of program staff for the CSA Division in the Bureau of Behavioral Health.
  • Provide clinical supervision to staff authorizing services in the Administrative Service Organization (ASO) system.
  • Represent and/or act in leadership role for Division/Bureau in interagency meetings and committees.
  • Monitor budgets for the Division initiatives, and supervise staff who are responsible for fiscal actions related to those grants and programs.
  • Monitor contracts for compliance to conditions of award and supervise staff who are responsible for program oversight and provide technical assistance as needed
  • Prepare reports for programs and services outcomes and performance for the Division.
  • Prepare grant proposals and Requests for Proposals for services and initiatives for the Division.
  • Prepare and deliver community presentations concerning Baltimore County behavioral health resources.
