SPECIFIC JOB DESCRIPTION:
ANSER is seeking Senior Technical Analysts to support the Industrial Base Analysis and Sustainment (IBAS) program within the Office of the Assistant Secretary of Defense for Industrial Base Policy (IBP). The IBAS program is dedicated to ensuring that the Department of Defense is positioned to effectively address industrial base issues and support the National Security Innovation Base. We are seeking candidates to support this program in the following areas:
- Critical and Strategic Materials/Minerals
- Batteries and Power Storage
The analyst will be part of a high-powered team that researches and analyzes strengths, weaknesses, threats and opportunities within the global defense industrial base; recommends relevant prototyping efforts; crafts relevant acquisition documents; evaluates proposed efforts; monitors program execution; conducts outreach efforts; and conducts site visits and strategic communications operations as required. The analyst must have a firm understanding of all phases of DoD’s planning, programming, budgeting, and execution (PPBE) process. This position is to work onsite at the Mark Center in Alexandria, VA and/or remotely.
REQUIRED QUALIFICATIONS:
The following skills and experience are required for this position:
- Must have minimum of a SECRET clearance
- Understanding of/experience in one of the following technical areas: Critical and Strategic Materials/Minerals or Batteries and Power Storage
- 6+ years of relevant work experience in manufacturing, science or technology analysis on a U.S. military Major Command Staff level or higher or in a large industrial corporation (or equivalent experience)
- Demonstrated knowledge of the DoD acquisition process and PPBE
- Understanding of federal acquisition management
- Intellectual flexibility, stability and strong oral and written communications capabilities
- Ability to work well in a team setting and provide guidance to junior/mid-level engineers and technical analysts
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint)
DESIRED QUALIFICATIONS
- Prior OSD or staff level experience
- Demonstrated knowledge of systems engineering concepts and methods
- Project Management Professional (PMP) or equivalent
EDUCATION & YEARS OF EXPERIENCE
Master’s degree in a relevant discipline and at least 10 years of relevant experience
