Our organization:
The Alberta Securities Commission is the industry-funded regulator responsible for administering the province’s securities laws. It is entrusted with fostering a fair and efficient capital market in Alberta and with protecting investors. As a member of the Canadian Securities Administrators (CSA), the ASC works to improve, coordinate and harmonize the regulation of Canada’s capital markets.
The Advanced Research and Knowledge Management (ARKM) division is a newly created division that leads a data governance and analytics program supporting data-driven, evidence-based, policy, operational, and business decisions. ARKM also leads the development of an education and training program that is unique to the ASC, focused on the skills and knowledge needed in a securities regulatory environment. It also serves as an expert internal resource for updates, research, and analysis on existing, increasing and emerging risks that require regulatory responses, and considers the impact of innovation in capital markets including technology testing initiatives.
The opportunity:
Reporting to the Director, ARKM, the Information Services Specialist will be responsible for the development of information resources and services; the administration and management of ASC Library operations, collection, and software systems, the provision of information services; the facilitation of library and information services content; updates on the ASC internal website; and assistance on special information management and research projects as required so that ASC employees have the information they need to perform their jobs and respond to market participants in a timely manner.

Key responsibilities include:

  • Carrying out all tasks related to the circulation, organization and maintenance of the collection.
  • Receiving, cataloguing and processing acquisitions.
  • Managing all print and online subscriptions as well as maintaining the library catalogue and tracking organizational resources using Lucidea’s GeniePlus.
  • Providing accurate, timely, and value-added research and reference services using information in all formats, from internal or external sources, as appropriate.
  • Liaising with the legal and business library community to keep abreast of new products, publications, and sources of information, and with publishers and other vendors to maintain existing tools and resources for ASC employees.
  • Working with Director, ARKM to validate and process all library invoices in a timely fashion, and coordinate value-added research and reference services across ASC divisions.
  • Performing a variety of administrative tasks related to information resources and assisting in special information management projects, as well as other tasks and projects as required.

The ideal candidate will possess:

  • A Master of Library and Information Science degree (or equivalent) from an American Library Association (ALA) accredited program; a Library Technician Diploma from an accredited college; or a combination of experience working in a law firm library, or information services setting and related education.
  • Two to five years of experience in an information services or library environment, preferably in a special library setting or law firm library or knowledge management department.
  • Strong research, critical thinking / analytical skills.
  • Excellent decision-making and problem solving skills.
  • Strong computer skills.
  • Attention to detail and the ability to multi-task.
  • Strong interpersonal and communication skills.
  • Proficiency in information retrieval from both online and print resources on a wide range of legal, business and management topics.
  • Experience with online legal databases such as Westlaw and Quicklaw.
