Description:

The CalSTRS Pension Solution Division is seeking a motivated individual to work as an Information Technology Specialist II In the Technology Services Branch on the Pension Solution Technical Team/Test.
The Pension Solution project was chartered to replace CalSTRS’ legacy pension administration system, START. START is the custom-built pension administration system that CalSTRS currently uses to manage and administer the State Teachers’ Retirement Plan for employers, members, participants, and their beneficiaries. The Pension Solution Project is one of the most significant projects in the history of CalSTRS. The new Pension Solution will incorporate the current functions supported in START including, contribution reporting and collections, crediting service, member demographic information maintenance, service credit purchases, benefit application processing, benefit calculation, benefit payroll, third-party deductions and disbursements, tax reporting, receivables and collections, correspondence and statement generation, and event tracking. The enhanced systems will offer increased flexibility as business and technologies evolve allowing us to better meet our members’ growing needs.
The Technology Services Branch is committed to providing quality and timely technical support and services to the organization. Technology Services provides resources to successfully meet the technical demands of the organization.
Under the general direction of the Information Technology Manager, Technical/test Manager, the Information Technology Specialist II serves as the Senior Software Development Engineer in Test (SDET) with responsibility for CalSTRS technical activities related to development/maintenance of the CalSTRS automated technical framework & tests; execution, triage, and reporting of test results. Thus, the incumbent will independently perform and/or guide the complex studies and activities related to CalSTRS technical automated testing for the Pension Solution project.

THE IDEAL CANDIDATE WILL POSSESS THE FOLLOWING SKILLS:

  • Seeking an experienced software development engineer in test (SDET), preferably with web-application functional/non-functional test development.
  • Experience with test automation tools like Selenium, Robot Framework, Appium, or other Test Automation frameworks and tools.
  • Proficiency in programming languages like Python, C#, Java.
  • Experience developing and maintaining SQL scripts like MS T-SQL , PL/SQL.
  • Bachelor’s degree in an Information Technology or related area will be a plus.
  • Minimum of five years of information technology experience with a focus in software development (including developing test automation), one year of which shall include experience in a lead or expert capacity in technology or related field.
  • Effective communication and collaboration with stakeholders such as developers, testers, business-users, and managers.
    Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.
    Telework Information: We offer a hybrid approach including in-office and remote work solutions with staff working on-site at our Headquarters in West Sacramento 2 days per week.

    Working Conditions
    All staff of CalSTRS are employees of the State of California and subject to California employment taxes and withholdings. Upon appointment, staff are required to provide a current California address to CalSTRS Human Resources to be used as a remote work location.
    This position is not eligible for visa sponsorship. Applicants must be authorized to work in the US without the need for visa sponsorship by the start date of employment with CalSTRS.

STATEMENT OF QUALIFICATIONS

Interested individuals must submit a Statement of Qualifications (SOQ) in addition to the standard state application (form STD 678). Your SOQ will be considered the first interview for this position. If your qualifications are competitive, you will be invited to an interview. When completing the SOQ, please include all relevant experience, education, and training, as applicable, and explain all answers thoroughly. Your SOQ should not exceed two pages, single-spaced, 12-point font and address the following questions.
1. Describe a time you had to prioritize your work across multiple teams, the challenges faced, and lessons learned on time and task management
2. Describe a situation where you had a technical assignment and had to learn the technology and business purpose including the challenges faced and lessons learned.

CALSTRS DISCLOSURE REQUIREMENTS

This position may be subject to disclosure and disqualification requirements concerning economic conflict of interest in government work, including the Conflict of Interest Code that applies to CalSTRS team members and the Political Reform Act, which require disclosure of certain investment information and use of a designated trading platform for securities transactions, as well as filing a Statement of Economic Interest (Form 700).
