INFORMATION TECHNOLOGY SPECIALIST II

The CalSTRS Pension Solution Division is seeking a motivated individual to work as an Information Technology Specialist II In the Technology Services Branch.
The Pension Solution project was chartered to replace CalSTRS’ legacy pension administration system, START. START is the custom-built pension administration system that CalSTRS currently uses to manage and administer the State Teachers’ Retirement Plan for employers, members, participants, and their beneficiaries. The Pension Solution Project is one of the most significant projects in the history of CalSTRS. The new Pension Solution will incorporate the current functions supported in START including, contribution reporting and collections, crediting service, member demographic information maintenance, service credit purchases, benefit application processing, benefit calculation, benefit payroll, third-party deductions and disbursements, tax reporting, receivables and collections, correspondence and statement generation, and event tracking. The enhanced systems will offer increased flexibility as business and technologies evolve allowing us to better meet our members’ growing needs.

Under general direction of the Pension Solution Data Manager, the incumbent will perform a wide variety of tasks requiring innovative problem-solving where guidance is not readily available. The incumbent works independently as the Data validation technical expert, demonstrating a depth of expertise on data conversion quality assurance activities. The incumbent will also collaborate with other project teams on the resolution of data conversion issues.

THE IDEAL CANDIDATE WILL POSSESS THE FOLLOWING SKILLS:

• Experienced in being a subject matter expert in data validation, quality assurance and ability to analyze complex problems, draw sound conclusions, and make clear and concise recommendations.
• Experienced in leading a team of analysts, developers and/or testers in tasks related to the System Development Life Cycle (SDLC)
• Experienced in writing complex SQL queries for analyzing and reporting data.
• Ability to inspect and monitor data, databases, and partner with IT staff to ensure security, efficiency, and organization.
• Ability to communicate and provide clear and concise consultative services to project leaders related to the most critical data issues, system design, and functionality.
• Experience with analyzing data security policies to comply with legal regulations.
  Every 12 months, based on performance evaluation, employees may receive a 5% salary increase until they reach the maximum salary for the position.
  Telework Information: We offer a hybrid approach including in-office and remote work solutions with staff working on-site at our Headquarters in West Sacramento 2-3 days per week.

  Working Conditions
  All staff of CalSTRS are employees of the State of California and subject to California employment taxes and withholdings. Upon appointment, staff are required to provide a current California address to CalSTRS Human Resources to be used as a remote work location.
  This position is not eligible for visa sponsorship. Applicants must be authorized to work in the US without the need for visa sponsorship by the start date of employment with CalSTRS.

STATEMENT OF QUALIFICATIONS

Interested individuals must submit a Statement of Qualifications (SOQ) in addition to the standard state application (form STD 678). Your SOQ will be considered the first interview for this position. If your qualifications are competitive, you will be invited to an interview. When completing the SOQ, please include all relevant experience, education, and training, as applicable, and explain all answers thoroughly. Your SOQ should not exceed two pages, single-spaced, 12-point font and address the following questions.
1. Describe how your knowledge, skills, experience, and education relate to the qualifications listed in the job description.
2. Provide a description of the most complex IT project with which you have been involved. Share an understanding of why the project was complex, your role, key lessons that you learned, and the eventual outcome of the project.
3. Describe your knowledge and experience related to data analytics.

CALSTRS DISCLOSURE REQUIREMENTS

This position may be subject to disclosure and disqualification requirements concerning economic conflict of interest in government work, including the Conflict of Interest Code that applies to CalSTRS team members and the Political Reform Act, which require disclosure of certain investment information and use of a designated trading platform for securities transactions, as well as filing a Statement of Economic Interest (Form 700).
