TYPE OF APPOINTMENT ISSUED: This position is included in the Educational Officers’ Bargaining Unit and will be filled as a clear line appointment.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited college or university with a bachelor’s degree in political science or business administration with coursework in public administration, management accounting, and research statistics.
Desired Education: Master’s degree.
Experience: Four (4) years of responsible professional work experience in program planning and analysis, budgeting, and/or public administration of which one (1) year shall have been in and education program, agency or system.
Combined Education and Experience: An equivalent combination of education and experience may be acceptable, as determined by the Department. Substitutions can be considered for the requirement of experience in an education program, agency or system.
Knowledge: Public administration and organization theory; management accounting; business statistics; computer-based information systems; laws, rules, regulations and administrative procedures pertinent to the area(s) of assignment.
Desired Knowledge: Basic principles and current practices of public administration, research techniques, and analytical methods; principles and practices of public relations and slate budgeting; and educational programs and practices sufficient to properly analyze and evaluate such programs and perform attendant studies.
Ability to: Conduct studies in program planning and analysis; communicate effectively with others both orally and in writing; operate computer and other business machines.
Desired Ability to: Gather and analyze data and assist in developing and communicating sound recommendations based on findings and conclusions; deal tactfully and effectively with effectively with federal, state and departmental officials to accomplish program goals and objectives; write plans and technical reports that are clear and concise; write analytical studies, evaluative reports, and correspondence, and present them to public officials and others; provide technical assistance in the field or specialty; support other department staff in data governance; highly developed communications skills, both written and verbal: and able to handle multiple simultaneous tasks with competing deadlines.

Responsibilities:

Under the general supervision of the Planning and Evaluation Director of the Data Governance and Analysis Branch, the Institutional Analyst II:

  • Reviews and monitors external requests for data and information providing clear and concise Department requirements when engaging stakeholder requests for data. Plans, organizes, and conducts work assignments and ongoing communications promptly throughout the request process. Completes requests with a customer service-oriented perspective. Reviews applications or proposals to conduct survey or research projects in the schools, complex areas, or state offices, and based on discussions with appropriate subject matter staff, formulates and recommends action and correspondence for the Superintendent’s signature.
  • Leads the Department’s Research Committee and develops planning strategies that integrate the varied needs of the Department, including securing legal advice for short and long-term agreements with external stakeholders; development of data-sharing procedures, acceptable standard data-sharing terms, and policy recommendations of action; and all matters required for consideration by the Superintendent. Provides related consultation to schools, and other state and district offices.
  • Participates in the work of project teams, which are often comprised of personnel from within the Data Governance and Analysis Branch as well as other organizational units within the Department. Responsible for monitoring and following up on correspondence in a timely manner, including but not limited to the DGA and Research electronic mailbox. Represents the Data Governance and Analysis Branch in meetings within the Department or with other governmental agencies and community organizations which deal with major problems, issues, or concerns.
  • Develops specifications of project assignments that include scope, methodology, data collection, schedules, and resource requirements. Maintains ongoing communications with the Data Governance and Analysis Director on concerns, priorities, and outstanding issues with open agreements. Forms and coordinates the work of community or stakeholder task forces created to provide varied input to projects and promptly resolves sometimes conflicting input from task force members.
  • Performs other related duties as assigned.
