Description:
EFFECTIVE APRIL 1, 2024, THE SALARY RANGE FOR THIS POSITION IS $76,231 TO $109,842 PER YEAR IN COMPLIANCE WITH AMAPCEO COLLECTIVE AGREEMENT PROVISIONS. THE NEW RATES, EFFECTIVE RETROACTIVE TO APRIL 1, 2024, WERE RECENTLY CONFIRMED AND DATES FOR IMPLEMENTATION OF THE NEW SALARY RATES ARE STILL TO BE DETERMINED.
The Ministry of Finance is seeking an Intelligence Analyst for the Compliance Branch. This role involves analyzing intelligence data, preparing intelligence reports, and using analytical techniques to understand patterns and trends. The Intelligence Analyst will also lead strategic action plans for investigations and assess the effectiveness of our ministry’s initiatives and grant programs. TECHNICAL KNOWLEDGE:
You demonstrate knowledge of:
- information collection, investigative techniques, judicial process, rules of evidence, court procedures, search and seizure methods, and related legislation/regulations/statutes.
- principles, theories, methods, trends and practices of intelligence analysis.
- surveillance and undercover techniques.
COMMUNICATION AND INTERPERSONAL SKILLS:
- You demonstrate sound judgment and can develop reliable conclusions.
- You have strong interpersonal and communication skills to lead and coordinate intelligence initiatives.
- You can provide strategic intelligence/investigation information to senior management.
- You can develop, prepare and deliver reports and presentations to various audiences (senior management, law enforcement, etc.).
RESEARCH, ANALYTICAL, AND ORGANIZATIONAL SKILLS:
- You have strong analytical, research, reasoning and problem-solving skills.
- You can organize and manage the intake of grant applications and facilitation of the grant program.
COMPUTER SKILLS:
- You have advanced knowledge of analytical software programs (e.g. IBM i2 analytical products, geographic information system solutions, Visio).
OTHER SKILLS:
- You can interpret relevant tax legislation and apply related programs, regulations, policies, rulings, and administrative practices.
- You have knowledge of accounting principles and practices.
Responsibilities:
In this role, you will:
- review, evaluate and assess grant funding applications and make recommendations for funding approval
- liaise and consult with stakeholders, regulatory agencies, and law enforcement partners to support collaboration and the sharing of intelligence
- track, analyze and report on performance measures related to grant program funding
- use a variety of methods and techniques to collect, evaluate and analyze large amounts of data/evidence
- prepare reports to support intelligence-led enforcement/regulatory compliance initiatives
- assess whether evidence is sufficient to support investigations and legal action, and provide analysis and recommendations
- provide technical guidance and tactical/strategic advice to branch staff and management in support of branch initiatives
- work as a member of a team in collecting information and observations with various investigative/ inspection techniques.
