Description:

IN ADDITION TO MEETING ONE OF THE ABOVE BASIC REQUIREMENTS, SPECIALIZED EXPERIENCE MUST ALSO BE MET:

Specialized Experience: One year of specialized experience which includes: 1) Resolving a wide range of complex environmental problems; 2) Interpreting environmental engineering standards in a regulatory environment; 3) implementing environmental safety controls in a variety of subject matter areas such as hazardous waste or material management, spill response or remediation, pollution prevention, waste minimization, air or storm water management, or water pollution control; AND 4) Utilizing a variety of techniques to conduct studies to obtain precise scientific data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required specialized experience in order to qualify. For this job, you must meet the specialized experience qualification requirement using experience alone-no substitution of education for specialized experience is permitted.

Responsibilities:

  • Review project proposals and military construction activities for regulatory compliance and potential impacts to water resources.
  • Ensure that environmental considerations and details are included in designs prepared by Directorate of Public Works (DPW), United States Army Corps of Engineers (USACE), and units at the inception of the project, and throughout the design process.
  • Responsible for updating, staffing, and maintaining various documents such as the Water Conservation Policy, Water Emergency Response Plan, and Water System Vulnerability Assessment when required due to transformation projects.
  • Manage the Transformation Water Program in accordance with the Federal Clean Water Act (CWA), Safe Drinking Water Act (SDWA) and state administrative codes.
  • Prepare studies, briefing charts, reports, correspondence, etc. on various technical and administrative matters pertaining to the program and presents briefings.
  • Conduct comprehensive scientific investigations and studies, often in the absence of established precedents and procedures.
  • Provide technical and scientific review of all proposed installation projects, ensures that projects meet applicable standards, works with project managers to evaluate and implement new or innovative technologies.
