Our client is seeking an International Project Implementation Specialist for a continuous assignment in Papua New Guinea.
The Department of Works and Highway (DOWH) of PNG, through the Sustainable Highlands Highway Investment Program (SHHIP) under Asian Development Bank funding, is seeking to engage Project Implementation Specialist - International to support effective and efficient implementation of civil works and project administration management by the SHHIP Program Director (PD) and other consultants/staff at the Project Management Office (PMO) under Tranche 2 Bridge Replacement and Rehabilitation Program and Performance-based road maintenance (PBC) works of the Program and report under the supervision of Executive Director of the Highway Wing of the Department of Works and Highways (DOWH). The Project Implementation Specialist is to enhance the assurance of sound project implementation, monitoring, and reporting by providing management support to the PMO.
This role is a continuous assignment of 220 Work Days with estimated start date of 1st June 2024 and estimated end date of 31st March 2025.
This job closes on 17th April 2024.
Scope of Work
The Project Implementation Specialist will be based at Project Management Office located in Goroka, the capital of Eastern Highlands Province. The Project Implementation Specialist is to provide technical support to Program Director (PD) of SHHIP T2 who is responsible for carrying out all tasks to ensure successful and timely implementation of the SHHIP T2. The Project Implementation Specialist will assist the Program Director to prepare all necessary reports/documents as required to successfully manage the implementation of the project as envisaged in the Loan Agreements and associated documents including Project Administration Manual. The Project Implementation Specialist shall carry out other tasks related to the Project on the instructions of the Program Director and Executive Director of Highway Wing of DOWH. The Project Implementation Specialist will support PD and PMO consultants in (i) planning, administration and management of the SHHIP T2, (ii) technical and management advice to the PMO, (iii) ensuring compliance of the project implementation to the ADB procurement policies including safeguards, guidelines, requirements, and relevant government regulations, (iv) monitoring, (v) evaluation, and (vi) reporting.
Job Requirements
The Project Implementation Specialist should have a background appropriate to the tasks and output as stated in this document. He/she should preferably have a master"s degree in civil engineering with relevant experience in managing projects supported by Development partners (especially multilateral development partners) preferable in Pacific Island countries and ADB projects in ADB DMCs. He Should have experience in FIDIC based contracts, Contract, EPC (turnkey) or BOT/DBFO or lump sum form of contracts He/she will have relevant experience of a minimum 15 years and should be fluent in English, both oral written. He/she should be proactive in providing guidance and support to PMO/DOWH staff to implement project effectively.
Regional/Country Experience is Required.
