DESCRIPTION:

This recruitment is for one (1) full-time, permanent, IT Business Analyst – Journey position within IT Services and part of the Administrative Services Division located in Tumwater, Washington. Working hours are generally Monday- Friday 8:00am – 5:00pm with the option to telework. Extended hours may be required from time to time to accomplish objectives.
This position supports the mission of Washington State Parks and its IT strategic plan by advocating for the needs of both internal and external stakeholders, parks visitors, and Washington’s natural resources.

QUALIFICATIONS

Qualified candidates will meet one of the following criteria:

  • A bachelor’s degree in computer science, business, information management, or a related field and a minimum of two (2) years of enterprise level IT business analysis and/or project management AND a valid driver’s license.

OR

  • Associate degree in computer science, business, information management, or a related field and a minimum of four (4) years of enterprise level IT business analysis and/or project management AND a valid driver’s license.

OR

  • Six (6) years of enterprise-level IT business analysis and/or project management AND a valid driver’s license.

PREFERRED QUALIFICATIONS:

  • A minimum of three (3) years of experience facilitating groups of people in business, stakeholder, and/or solution requirements related activities.
  • IIBA Business Analyst Certification (ECBA, CCBA, CBAP); PMI Professional in Business Analytics (PMI-PBA)
  • PMI Project Manager Certification (PMP, CAPM, PMIACP)
  • Prosci Change Management Certification
  • Lean Six Sigma Green Belt (or higher)
  • Experience working in a Project Management Office (PMO) as a business analyst or project manager.

Responsibilities:

SOME OF WHAT YOU WILL DO:

  • Independently plan, research, facilitate, elicit, document, analyze, and control efforts to describe IT product scope and IT project requirements for assigned IT pre-projects and in-flight projects.
  • Facilitate discovery of program area requirements and documentation using BPMN, UML2, or any other appropriate modeling languages.
  • Document and communicate current and desired future state business processes and systems to a variety of internal and external stakeholders.
  • Independently elicit, analyze, and create business processes and needs documentation at a level of detail defined by business areas and the project’s software development or acquisition approach.
  • Plan, monitor, and control product scope and requirements for IT projects while coaching and supporting project teams through implementation lifecycle.
  • Perform market research and data analysis to prioritize product requirements, develop RFx documentation and assess vendor responses, provide determination of applicable vendor communities and procurement strategies.
  • Assess and determine scope of IT products and projects and recommend courses of action while reinforcing best practices and methodologies.
  • Facilitate meetings with Business Unit management and staff, elicit and analyze business needs from business customers and Subject Matter Experts (SMEs) then translate those needs into business approved product scope (not project scope) and product requirements.
  • Produce IT pre-project scoping documentation for consumption by agency management and leadership in their resource planning activities.
  • Identify any applicable RCWs, OCIO policies, and standards & guidelines, in current and proposed business processes and potential impact on Business Unit proposed solutions.
