Your team
You will be part of the Data Analytics Domain Services Division in the Directorate General Information Systems. Our Division has 50 staff responsible for the ECB’s portfolio of data-centric services and applications for the Statistics, Economics and Research business areas, and also for an enterprise data platform that supports data scientists across the ECB. Our focus is on IT services for the collection, processing, analysis and dissemination of data. We are currently working on migrating our IT services to the cloud and modernising the underlying technology stack. We are also positioning our data-centric platforms as state-of-the-art solutions for a future data and analytics environment for the European System of Central banks and the Single Supervisory Mechanism, the system of banking supervision in Europe.
Our product teams have end-to-end responsibility for the services they cover, from service inception to development, maintenance, support and the continuous improvement of the product, applying the BizDevOps culture. They maintain a close relationship with the business community and involve them in the entire product lifecycle. Our business counterparts are an integral part of our product teams. We follow a cloud-first approach, leveraging the vast possibilities offered by major cloud providers or local players. We do this while ensuring our systems are secure at all times.

In these positions you will be joining a product team taking care of one of the following products:

  • a data-centric system for large micro datasets at the ECB (Oracle Exadata);
  • the ECB’s online data delivery service and data portal for statistics (Drupal and Oracle DB);
  • the ECB’s big data platform and automated data ingestion pipelines (Apache Spark, Cloudera, AWS serverless);
  • an analytical system for money market statistical reporting (cloud-native data-centric architecture);
  • a state-of-the-art platform supporting the ECB staff macroeconomic projections (business process workflow automation);
  • data science and data engineering end-user services (data science/data engineering skills needed).

Your role

As an IT Expert Data Centric Systems you will:

  • coordinate the work of agile teams in close alignment with business customers and with other technical areas;
  • steer, and provide guidance and expertise in, the development and implementation of IT systems, including software coding (where needed), scripting, systems building, integration, and coordination of operational onboarding (e.g. troubleshooting procedures, backup and restore, capacity planning, monitoring);
  • prepare and assess technical documentation, including technical offers;
  • work with other teams in the Directorate General and the ECB as a whole to identify opportunities and synergies, and contribute to the overall strategy for operationalising data-centric solutions in a scalable way;
  • support the design of long-term technical solutions by maintaining a broad overview of the current trends in the market;
  • present the advances and achievements of your team in an effective way to managers, business customers and technical areas.

Qualifications, experience and skills

Essential:

  • a master’s degree or equivalent in information systems, computer science, computer engineering or another relevant field (see How you can join us for details on degree equivalences);
  • in addition to the above, a minimum of four and ideally five or more years’ professional experience in delivering complex IT projects or systems, and managing relationships with customers;
  • experience in the design and development of applications using cloud-native architectures and modern frameworks (both front-end and back-end stacks) and the automation of build and deployment pipelines in complex IT environments;
  • expertise in at least one of the following technology areas: Java web applications with Oracle Exadata back end; solutions for large-scale data processing and transformation (Apache Spark, Hadoop); BPMN workflow automation tools; data-centric data persistence solutions (e.g. relational databases, NoSQL, cloud-managed databases); data science and data engineering using cloud-native tools and methods;
  • proven experience of drafting technical proposals and presenting them orally;
  • a natural curiosity about the latest technological developments, especially in data management and analytics;
  • an advanced (C1) command of English and an intermediate (B1) command of at least one other official language of the EU, according to the Common European Framework of Reference for Languages.

Desired:

  • experience with data-centric projects;
  • experience coordinating technical teams of at least four members;
  • a good understanding of BizDevOps culture and how to apply it to a product team.

Working modalities
To enable the Division to maintain its business continuity capability, you will occasionally be expected to perform work during non-standard working hours and work at the ECB’s standby sites.

The contracts offered will be fixed-term, the appointments being, initially, until 15 March 2025. Temporary appointments may be extended or made permanent subject to organisational needs and budgetary constraints. This may result in a staff member with a non-convertible fixed-term contract being offered a convertible contract in accordance with the ECB Conditions of Employment.
