Responsibilities:

The Program Manager will manage the program on a day-to-day basis to ensure that program resources produce the planned deliverables on time and within the approved budget while meeting the needs of program stakeholders. The responsibilities are but not limited to;

  • Ensure that the program meets Business goals and objectives
  • Monitor and manage program business objectives, scope, quality, schedule and costs. Where necessary provide the recommendations for corrective action
  • Create and manage program governance and frame-work
  • Manage and monitor the program health
  • Developing progress reports for the program
  • Managing the budget of a program, writing funding proposals and allocating company resources
  • Provide program status, financials and escalate program risks, issues and/or other constraints that has an impact on program to the Service Owner as the first level of escalation to seek direction and resolution
  • Provide program updates to Service Owner, Product Director, Steering Committee and other Program stakeholder on agreed frequency and/or on-demand
  • Escalate the program risks, issues and/or other constraints that has an impact on program that needs the Steering Committee for direction and resolution
  • Ensure Program artifacts are created, circulated, reviewed and signed off as needed
  • Engage internal and external stakeholders; vendors, technical and business SME as per the need of the program
  • Manage change control process for changes to the scope, schedule, budget or deliverables
  • Attend Steering Committee meetings, provide program updates
  • Provide guidance to PM and leads on the project artifacts and reporting needed for the program
  • Support Director, Product and Delivery in providing input into meetings with the Program Sponsor and Executive Sponsors
  • Manage, review and report program status and financials mandated Technology and Innovation
  • Define and communicate the program’s objectives and strategies, ensuring alignment with the organization’s overall strategic plan
  • Defining program controls, such as procedures and reporting
  • Organizing programs and activities in accordance with the mission and goals of the organization

Also accountable for Project Delivery. Project Management Responsibilities

  • Compile project charters and business/project plans to support activities, including the most suitable approach to be used in the development of each applicable project, to ensure business objectives and data integrity are achieved.
  • Assist with the development of recommendations including providing details of resource requirements, dependencies, interdependencies, policy implications pertaining to internal/external influences and the methodology to be applied.
  • Produce and package deliverables for presentation to various internal support teams, steering committee, and other project stakeholders.
  • Work with project sponsors to ensure that effective project communication exists through the duration of the project including escalation of risks as required.
  • Collaborate with business and IT leadership to develop a well-defined project plan that clearly states the project’s objectives, scope, assumptions, timeline, resource requirements, risks, benefits and budget.
  • Document and report project status against established objectives, milestones, budget and resources and facilitate tracking and closure of issues and risks.
  • In collaboration with project sponsors, assess whether the project achieved stated outcomes and identify opportunities for improvement for future similar projects.
  • Work within the standards defined by the project management office and in the absence of standards work with the project management office to define new standards.

Program Background:
The Registries Evolution branch within Service Alberta and Red Tape reduction (SARTR) in partnership with Digital Design and Delivery division of Technology and Innovation (TI) are leading the modernization efforts for the Motor Vehicle Registry and Land Titles Registry.
Motor Vehicles (MV) Registry Program Overview:
Motor vehicle services (Motor Vehicles Registry) enables registry agents to provide Albertans with the ability to register a motor vehicle, obtain a driver’s licence or identification card, obtain documents for driving history through the Motor Vehicle System (MOVES), and enables the movement of people and goods that drive economic growth. The Registrar of MV is a shared responsibility between SARTR and Transportation and Economic Corridors (TEC). MV includes identity management, vehicle registration, driver licensing, with services provided to Albertans through the Registry Agent Network (RAN). Both Ministries rely on MOVES to support business delivery that includes roadside Law Enforcement, administration of Alberta’s impaired driving framework, and medical fitness for drivers. MOVES will be replaced with an existing system from another jurisdiction, through a government-government agreement. The new system will require changes and alignment to Alberta’s needs and standards. There will be a year of requirements gathering, followed by engaging a vendor for the implementation of the new system.
Land Titles Registry Program Overview:
The Land Titles Act provides the legislative framework for the department to register land related documents that both create and terminate legal rights in property. The land registration system used in Alberta is based on the Torrens System of land registration and operates under the legislative authority of the Land Titles Act. Under this system, the Government of Alberta has custody of all original titles, documents and plans and has the legal responsibility for the validity and security of all registered land title information. Working closely with the Land Titles Office, Registries Evolution is helping to identify opportunities to redesign, innovate and modernize the Land Titles Registry with a focus on moving away from paper-based systems, improving client service, and achieving better user experiences.

Resource must provide their own computer and related equipment. The computer’s operating system must be a modern version of Windows or MacOS that is compatible with Azure Virtual Desktop (AVD) and related software for remote access. Windows is preferred due to better compatibility. AVD/remote-related software will be installed on the resource’s computer. In the event that the Contractor’s resources are directed to work remotely, the Contractor shall be responsible for providing all of its equipment, including computers, software, printers, supplies, desks and chairs. However, the Province shall ensure that the Contractor’s resources have the necessary access and credentials to the Government of Alberta’s system. In the event that, the Contractor’s resources are directed to work in-person, the Province shall provide the requisite office space, furniture and office supplies. However, the Contractor shall continue to be responsible for providing computers and software and the Province shall continue to ensure that the Contractor’s resources have the necessary access and credentials to the Government of Alberta’s system. The fixed rate quoted must be inclusive of all overhead, office space and equipment, including supplies, administrative burden, mark-up and all other costs to perform the Services for the duration of the Contract.

Working Hours:

  • Standard Hours of work are 08:15 – 16:30 Alberta time, Monday through Friday excluding holidays observed by the Province
  • Work must be done from within Canada, due to network and data security issues.
  • It is anticipated the role will be remote, however in the event of an onsite meeting, the GoA does not pay for travel to attend on-site meetings, nor any expenses related to relocation, commuting, housing/accommodation, food/drink.
