Description:

IT PROGRAMME MANAGER

The Medical Council are actively recruiting an IT Programme Manager (Assistant Principal Grade) within the Finance & IT Directorate. The IT department provides critical support to the Medical Council’s operations, key amongst which is the maintenance of the register of doctors practicing within the state, and the management of complaints from the public against medical practitioners. Intrinsic to these operations are the systems which facilitate them and the data which they collect, process, and manage.
The IT Programme Manager plays a vital role in ensuring the delivery of the IT Change portfolio, supporting the SME’s within the IT department and stakeholders across the organisation in so doing. The role holder supports the Head of IT & Digital Transformation in the formulation and planning of a programme of work which delivers the objectives outlined by the sectional business plan. This largely constitutes the BAU responsibilities.
In addition, the Medical Council is embarking upon a comprehensive Digital Transformation across the next 3 years. The IT Programme Manager will play a crucial role in giving life to the Digital Strategy through identifying, planning and implementing the various digital initiatives.
The role reports to the Head of IT & Digital Transformation and will collaborate extensively across the organisation and with external partners.
The Medical Council have just completed a thorough review of its organisation design and have implemented significant structural change in the past 12 months. We are now primed to deliver our new statement of strategy and digital transformation, ensuring this is an exciting time to join the Medical Council.

EXPERIENCE LEVEL REQUIRED:

The equivalent of 5 years project management experience is mandatory for this role which should include:

  • Planning, monitoring, and managing projects from initiation through to close.
  • Comprehensive understanding and use of formal project management methodologies (Prince2 or equivalent) to manage project areas such as risks, issues and dependencies.
  • Educated to Degree level with native-level business communication skills in English, both written and verbal.
  • A formal project management qualification is highly desirable.

Skilled Delivery of the following is mandatory:

  • Create, plan, monitor and manage project workstreams.
  • Lead analysis, scope definition, planning, estimation, and scheduling workshops and activities with the team.
  • Knowledgeable input to the (functional) design of solutions.
  • Preparation and maintenance of project artefacts and documentation.
  • Definition and regular communication of objectives across workstreams.
  • Tracking, recording, and managing the delivery progress of tasks.
  • Awareness and management of project risks.
  • Baselining, reporting and change management.
  • Strong vendor management, maintaining positive working relationships.

Highly beneficial Experience/Competencies/Skillsets:

  • Experience running planning and discovery workshops.
  • Creating delivery plans, both detailed, and high-level and reporting adherence to them.
  • Working to tight deadlines.
  • Understanding of programme delivery and inter-dependencies.
  • Experience of procurement in the public sector.
  • Ability to manage diverse multi-disciplined project teams.
  • Project Management experience of Vendor Application development projects from the Client side i.e. representing the client user base at vendor application development project meetings that cover Project Status, Scope, Quality and Cost
  • Strong meeting skills i.e. Chairing as well as action and decision note taking as well as ensuring follow up items are actioned.

  • Ability to troubleshoot technical issues within multiple systems.
  • Strong attention to detail & project management principles.
