To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I / FG/GS-13. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.
Specialized experience is: Experience in preparing and reviewing privacy compliance documents, such as Privacy Threshold Assessment (PTA), Privacy Continuous Monitoring (PCM), Privacy Impact Assessments (PIA), System Disposal Assessment (SDA) and System of Record Notices (SORNs) and assessing privacy controls.
Applicants should include examples of specialized experience in their work history.

Responsibilities:

DUTIES

The office works closely with all FAA Lines of Business (LOB) and Staff Offices (SO) to ensure and manage the delivery of privacy requirements (e.g. privacy compliance documents and assessments, privacy policy and providing training and awareness. The office currently responds to Privacy Incidents and manages the Identity Monitoring Code issuance process. It additionally oversees the handling and work loading of privacy act requests, appeals and complaints. The office also provides guidance for contractual terms involving privacy data. The office works closely with the Security Operations Center (SOC) when incidents involve privacy data.
The incumbent is responsible for developing and maintaining long-range privacy plans for IT systems to anticipate, identify, evaluate, mitigate, and minimize privacy risks associated with systems vulnerabilities and developing strategies, and policies to support and align with organizational privacy initiatives and regulatory compliance. The incumbent plans and conducts privacy assessments for the Authority to Operate (ATO) and is responsible for all matters concerning information privacy procedures that ensure compliance with the requirements of safeguarding personal and other sensitive data pursuant to the Privacy Act of 1974, FISMA, E-Government Act, and compliance with OMB Guidance and other laws and directives.

If selected in addition to the above, you will be responsible for the following:

  • Support the organization’s privacy compliance program, and work closely with the Chief Privacy Officer and other stakeholders to ensure compliance with federal privacy laws, regulations, and policies.
  • Performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced technical specialist. Assignments typically involve expert knowledge to develop new and innovative approaches to problems or issues that often cross organizational boundaries and impact the accomplishment of FAA strategic objectives related to information security and privacy. Provides guidance in the form of broad policies and work is typically reviewed only at completion for success in achieving planned results. Provides expertise and oversight for privacy requirements both across the IS&P service areas as well as the enterprise.
  • Applies experience and comprehensive privacy and technical knowledge applicable to his/her discipline, as well as an understanding of new privacy technologies and methodologies to solve complex problems and develop improved processes. Considers the objectives of the major subdivision and LOB/SO when developing, integrating, and implementing solutions to diverse, complex problems. Assignments frequently require expert knowledge and experience working across functional and/or organizational lines.
  • Typical assignments include guiding less-experienced professionals as well as senior managers and executives; leading project/program teams; designing and recommending solutions to complex problems, leading special projects and initiatives, initiating milestones, and performing special assignments.
  • Prepare and provide high-level briefings to obtain consensus/approval on policies; play a lead role in drafting, reviewing, and editing reports or contractual documents for final approval before external distribution; develop and recommend improvements to systems and/or processes to improve privacy, conducting extensive research and analyses; performing investigation and inspection activities; compliance and enforcement actions and direct responsibility for project management.
