MINIMUM QUALIFICATIONS

Experience: Seven years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software.
Notes:
1. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and thirty credit hours from an accredited college or university in Computer Science, Computer Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology for four years of the required experience.
2. Candidates may substitute graduation from an accredited high school or possession of a high school equivalency certificate and one year of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software for four years of the required experience.
3. Candidates may substitute experience operating computer systems; or scheduling, controlling input and output to process data on computer systems; or evaluating, implementing and maintaining computer hardware and software; or converting data from project specifications by developing program code using generally accepted computer programming languages on a year-for-year basis for a high school education.
4. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in Computer Science, Computer Information Technology, Management Information Systems or other information technology-related field to include coursework in application, communication, database or operating systems software technology and three years of experience designing, developing, testing, implementing and maintaining application, communication, database or operating systems software for the required experience.
5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Computer Systems Operations classifications or Computer Systems Operations specialty codes in the Information Technology field of work on a year-for-year basis for the required experience.

Preferred Qualifications:
1. Three years of experience providing technical support, installing / repairing / troubleshooting workstations (desktop/laptops/etc), and network equipment.
2. Two years of experience supporting and maintaining a Windows/Linux Server environment.
3. Recent certification in: Cisco CCNA, CiscoCCENT, or other relevant certification.
4. Two years of experience configuring Cisco firewalls and switches.
5. Two years of experience working with MS SQL databases.

SPECIAL REQUIREMENTS

In accordance with Section 2-204(b)(6) of the Public Safety Article, candidates for positions in this position will be subject to an initial drug screening and a complete criminal background investigation to include a polygraph examination before permanent appointment can be made. A criminal conviction may be grounds for rejection of the candidate.

Responsibilities:

MAIN PURPOSE OF JOB

The primary responsibility of this position is to design, implement, manage and support a variety of IT systems and networking functions within the Criminal Enforcement Division/Computer Crimes Unit (CED/CCU) and throughout the Maryland State Police agency. This position performs services to enable all aspects of the network to include maintenance, sustainment of existing networks, and identification/correction of complex internetwork issues. This position has the responsibility for the implementation and maintenance of core and investigative applications, database, file and internet services systems, as well as the responsibility for analysis and problem resolution. The position will provide logistical support and will be responsible for the operation and maintenance of the security of all servers utilizing security appliances and software programs including the backup and restoration of network data of shared, individual user and records management data.

POSITION DUTIES

Maintain and monitor network and server operations including but limited to:

  • System configurations, accounts creation, assist with application updates, test and install OS security patches and IOS updates on networking equipment
  • Troubleshoot Virtual and Physical Server Infrastructures problems having to do with internet connectivity issues, system outages, and reported problems
  • Monitor logs and network tools to determine cause and take corrective action as needed
  • Repair and/or replacement of IT hardware and infrastructure
  • Integrate new services/hardware (installs and configurations). Including running, termination and testing of network cabling
  • Manage software licenses, MDSP domain and security certificates for MDSP server and network equipment to include CCU/DFL network.
  • Perform system log reviews and evaluate as directed by policy and create appropriate
  • Evaluate new hardware and software for use on MDSP/CCU/DFL network and systems in test lab environment. Test system configurations prior to implementation in production environment

Responsible for backing up and restoring data including but not limited to:

  • Ensure proper backups are conducted for shared network and user data.
  • Implement new storage solutions as required and create appropriate documentation
  • Maintaining system operation and backups for the Procurement Tracking and other disparate databases across the state

Analyze and forecast future needs for storage User and system support services including but not limited to:

  • Provide support for the Department email system and act as a liaison between MSP and DOIT for any operational or user issues that should arise
  • Provide support for identified disparate databases that are used across the agency
  • Maintain documentation for Internet services core network server configurations and administration.
  • Create periodic reports to supervisor and other management personnel on the status of servers, network equipment and related projects.
  • Train and provide technical advice to department technical specialists and other technical personnel in the use of server hardware and software.
  • Work with vendors, contractors and other agencies to establish internetwork services.
  • Review and keep up to date with MDSP l manuals and vendor manuals and periodicals regarding to the configuration, administration and security of systems.

Performs special assignments including but not limited to:

  • Hardware configuration review, feasibility studies which involve long-range planning and an understanding and evaluation of diverse technical options to determine the course of current and future information technology solutions, methods and standards
  • Build, configure and maintain lab forensic computers and other IT equipment to support examiner functions
  • Responsible for completing builds of newly purchased forensic workstations
  • Responsible for troubleshooting and repairing existing computers Other duties as assigned by supervisor
