SUMMARY

The Job Analyst coordinates and supports the job evaluation processes in accordance with the Job Evaluation Terms of Reference, works closely with supervisors to write job descriptions, conducts surveys, performs job analysis, and special projects as assigned.

YOU WILL:

  • Determine, develop and maintain job description content by meeting with supervisors and/or incumbents to conduct job analysis interviews, to collect information, or analyze jobs by observing work processes as necessary.
  • Liaise with supervisors on accuracy of job content information and consistency of qualifications.
  • Ensure job descriptions adhere to a set standard of quality and provides appropriate instruction, training and guidance to supervisors and/or incumbents where necessary. Provide support and recommendations to the hiring managers to ensure the job description translates effectively into the business needs.
  • Create an agile and responsive approach to enhance the hiring manager’s experience throughout the job description writing and job evaluation process.
  • Provide information and guidance on job description writing, job evaluation process, qualifications, and position titles.
  • Support the job evaluation process for the Civilian Waterloo Regional Police Association (WRPA) and Senior Officer Association (SOA) in accordance with the applicable Terms of Reference.
  • Review and analyse job evaluation submissions; follow up on discrepancies/incomplete submissions as required.
  • Support the coordination of committee meetings, completes administration, and communication.
  • Track status of new jobs, six-month reviews, and maintenance review processes. Inform incumbents

and supervisors when they are due to complete a review and provides guidance where necessary.

  • Maintain job related data and documentation (e.g. job descriptions, job evaluation results, and position titles), within the Human Resource Information System (HRIS), spreadsheets, and other filing systems.
  • Work in collaboration with Manager to document and maintain standard operating procedures, workflows, forms, and other types of communications. Recommends policy and procedure improvements to maintain standards, continuity, and efficiencies.
  • Consolidate and interpret information, prepare reports and/or survey results; develop conclusions and make recommendations.
  • Maintain and update intranet page to ensure accurate and up to date content including job descriptions and job evaluation information.
  • Collaborate with Human Resource Business Partner (Talent Acquisition) and Hiring Managers on job postings to ensure consistent job content documentation.
  • Research job description information, occupational classification information, salary market information, questionnaires, and pay equity and job evaluation reports.
  • Undertake special projects related to job analysis, requests for information, or market surveys as directed.
  • Collect other information as requested.
  • Perform other related duties as assigned.

YOU HAVE:

  • Knowledge of job analysis, job description techniques, principles, and processes, compensation management, organizational effectiveness, labour relations, and human resources policies and best practices.
  • Successful completion of a University Degree in Human Resources, Business Administration, or related field.
  • Two (2) years of previous experience in Human Resources including job analysis, job description writing, and job evaluation process administration.
  • Attainment of a Certified Human Resources Professional (CHRP) designation is preferred.
  • Familiarity with a unionized work environment is an asset.
  • Knowledge and ability to comply with policies, procedures, legislation (e.g., pay equity, privacy, labour relations, employment standards), and collective agreements.
  • Knowledge of the interrelatedness of jobs across an organization and within a hierarchy, and related potential issues and opportunities.
  • Research, analytical, problem solving skills and attention to detail to collect/provide accurate, relevant information, analyze jobs and conduct job evaluation, identify anomalies, and maintain data.
  • Intermediate Microsoft Office skills with emphasis on MS Word, and MS Excel. Previous experience

using software such as Adobe Acrobat, and human resources information systems.

  • Demonstrated organizational skills with the ability to prioritize, multi-task and meet tight time frames within a fast-paced environment.

Strong collaboration and relationship management skills; ability to work effectively with all levels of the Service and external parties. Demonstrated understanding of the importance of client centered customer service.

  • Acquired knowledge of WRPS position job requirements. Ability to reference and access relevant sections and procedures of the Terms of Reference of the WRPS Joint Job Evaluation Program, the Ontario Human Rights Code, the Pay Equity Act, the Employment Standards Act and the Occupational Health & Safety Act to ensure job description content accuracy.
  • Communication and interpersonal skills to identify and assess job description content issues and disputes, to interview members and supervisors, to probe for relevant job content information, provide information in a tactful and sensitive manner and make effective recommendations and decisions.
  • A valid Class “G” Ontario Driver’s Licence with no more than six demerit points required to travel within the Region to attend meetings.
  • Communication and interpersonal skills to identify and assess job description content issues and disputes, to interview members and supervisors, to probe for relevant job content information, provide information in a tactful and sensitive manner and make effective recommendations and decisions.
  • Research, analytical, problem solving skills and attention to detail to collect/provide accurate, relevant information, analyze jobs and conduct job evaluation, identify anomalies, and maintain data.

  • Able to write clear, concise, defensible job descriptions, job evaluation rationale, website content, and correspondence.
