About the Position
The Justice System Manager serves as the Deputy Administrator for the Law Library Resource Center (LLRC) to provide oversight and leadership to the Legal Forms Production Team, Forms Assistance Desk, and Law Librarian Team. In partnership with the LLRC Administrator, this position participates in administrative planning, leadership and mentoring to all employees and PACS/AmeriCorps Members to build a success-oriented environment. The Justice System Manager fosters communication and collaboration among judicial divisions, staff, attorneys, and all involved parties to facilitate the timely and efficient delivery of services.

Position Qualifications

Education:

  • Juris doctorate

Experience:

  • Two (2) years of legal research experience
  • One (1) year experience leveraging innovative new technologies
  • Two (2) years of experience in the oversight of programs or services in a court or legal environment including at least,
  • Two (2) years in a supervisory role

OR

Combined Education And Experience Qualifications:

  • A Master’s Degree in Public or Judicial Administration may substitute for two (2) years of the required oversight of programs or services experience.

Our Preferred Candidate Has:

  • Passed one state or federal bar exam and practiced law at least one (1) year
  • Master’s Degree in Library Science
  • Supervisory experience in a court environment

Knowledge, Skills, And Abilities:

Knowledge Of:

  • The principles and practices of court administration, data processing, budgeting, purchasing, personnel administration, and office management
  • Effective supervisory techniques and practices.
  • The laws, rules and regulations pertaining to the Arizona judicial process.
  • Legal terminology.

Skill In:

  • Learning, evaluating, and testing new computer programs and software for usefulness, efficiency, and effectiveness.
  • Conducting and analyzing legal research, and preparing reports.
  • Conducting non-legal research and preparing reports.
  • Analyzing complex legal and non-legal data and drawing logical conclusions.
  • Planning, organizing and directing administrative services.
  • Communicating complicated legal terms and processes verbally and in writing.
  • Reviewing statutes, court rules, forms, instructions and procedures with a high attention to detail.
  • The use of computer programs, spreadsheets, and databases.

  • Learn Arizona family, civil, juvenile, criminal, and probate law, and protective order procedure, principles, practices and techniques.

Essential Job Tasks

  • Recruits, hires, oversees training, mentors, and manages staff to create legal court forms and instructions for self-represented litigants, provide legal reference services, and provide effective customer service to the visitors to the LLRC.
  • Conducts legal research, and legal analysis to draft and review court forms, instructions, procedures, and the court website.
  • Review, test, and leverage innovative new technologies to improve access to justice, by developing court forms to be used by the public with no legal knowledge.
  • Reviews legislative and rule changes for impact on court forms and processes.
  • Prepares operational statistics and monthly reports on activities for the LLRC and Court Administration, with appropriate recommendations on changes or improvements.
  • Conducts research, procedural and administrative studies, and prepares reports relative to recommended solutions or courses of action.
  • Participates in community and professional meetings to discuss and act on LLRC challenges.
  • Participates in county or state-wide committee work providing leadership and direction to address LLRC issues and chairs committees when needed.
  • Maintains communication with the local community and conducts public outreach programs to increase public awareness and support of LLRC programs and services.
  • Works to coordinate the services of the LLRC with other resources and agencies throughout the court and the state.
  • Interprets, develops, and implements LLRC policies and procedures.
  • Ensures delivery of services and programs at all LLRC locations using a customer-centric model.
  • Interacts extensively in person, by email, live chat, and over the phone, with patrons, LLRC staff and management, outside agencies, vendors and other libraries.
  • Maintains positive communication between LLRC staff, other departments, Court Administration, and judicial officers.
  • Supervises, coordinates, and monitors employee workloads, duties, and training.
  • May serve as the LLRC Administrator in the absence of the Administrator.
  • Provides regular onsite or in-person supervision to assess business needs by observation, by monitoring group dynamics with face-to-face interaction and through the use of body language/nonverbal communication, engages in interpersonal bonding, and models expected behaviors.

Working Conditions:
While performing the duties of this job, the employee may need to communicate clearly, perceive details of objects that are close by, and maintain various physical positions for extended periods, such as sitting, standing, or walking. The job may involve using hands for tasks such as typing, handling objects, or operating tools, as well as reaching with hands and arms. The Judicial Branch of Arizona in Maricopa County participates in the State Retirement systems ASRS or PSPRS. The current contribution rate for ASRS is 12.29% and the current contribution rate for PSPRS is 5.44% and up for the defined contribution plan and 9.81% for the defined benefit plan.
