Description:

BACKGROUND:

WWF South Africa is seeking a suitably qualified and experienced Accountant for a large and exciting program addressing wildlife trafficking in the South Africa / Mozambique landscape. The Khetha Programme falls within the Wildlife portfolio and focuses on enhanced community-based approaches to address illegal wildlife trade and providing support to law enforcement. Our work is implemented through a range of civil society and government partnerships through the support of USAID.
The Finance / Grants Manager will be responsible for financial and grant management of all operations of the Khetha Programme from the White River office, whilst coordinating with colleagues at WWF SA Head office in Newlands, Cape Town. The Finance / Grants Manager will report directly to the Khetha Programme Chief of Party, with additional reporting requirements to the Finance and Business Support Unit.

MINIMUM REQUIREMENTS

  • Tertiary qualification - Financial / Accounting degree or diploma with minimum five years’ experience as an Accountant.
  • Proven expertise in managing effective donor project cycle management process in terms of financial management and reporting.
  • Minimum two years’ experience of financial management and administration in complex donor project context which include multiple grant relationships with private sector, NGO and government entities.
  • Computer literate: MS Excel advanced level.
  • Familiarity with Oracle / SAP / Oracle’s NetSuite is highly advantageous.
  • Proven accurate and strong attention to detail.
  • Demonstrable ability to communicate technical financial information to a wide range of programme staff.
  • Ability to work remotely and effectively communicate on online platforms.
  • Deadline driven and proven expertise in managing conflicting deadlines.
  • Ability to work under pressure and independently.
  • Possession of a valid passport and driver’s license.
  • Ability to travel nationally between offices and on occasion regionally.
  • An interest in wildlife and community conservation issues would be beneficial.
  • The ability to communicate in Portuguese would be advantageous.

Responsibilities:

  • . Provide financial and grant management to the Khetha Programme:
  • Assist in establishing and monitoring core and project partner budgets.
  • Prepare statutory financial statements up to and including the Balance Sheet, Income and Cash Flow Statements, with supporting working papers and schedules.
  • Facilitate budget revision and realignment as required and communicate regularly with programme staff in this regard.
  • Maintain the Khetha Programme budget and cash flow projections, including a monthly expenditure tracking for each Khetha objective area and core cost expenditure.
  • Manage quarterly and monthly financial planning and budget requests and process month end journals.
  • Perform bank and balance sheet reconciliations and validate balances of trial balance on a monthly basis.
  • Track USAID burn rate and expenditure of obligated funding and communicate progress through monthly processes with programme staff.
  • Assist with oversight of partner contracts and tracking of cost share contributions across partnerships.
  • Validate and manage correctness of debtors and creditor accounts.
  • Monitor the accuracy of all reports generated by Netsuite and import yearly budget into Netsuite.
  • Provide financial and grant compliance and oversight to the Khetha Programme:
  • Ensure that all financial budgeting, accounting and reporting is compliant with USAID requirements.
  • Liaise with USAID regarding financial updates and any related queries.
  • Prepare accurate and complete SEFA on a yearly basis.
  • Prepare and oversee annual program external audits (SOW, Audit firm selection and facilitate audit meetings).
  • Ensure procurement of goods and services compliance with WWFSA procurement policies and participate in procurement committee meetings as needed.
  • Monitor of payments and financial reports in grant agreements, including EFT suppliers payments.
  • Process 18A certificates and ensure the correct appliance of 18A certificate according to organisation tax exemption policy.
  • Prepare a final Khetha financial close out report by September 30th, 2024.
  • Ensure that all records are available and easily retrievable for all financial and administrative aspects of the project management cycle, including Project Approvals, contracts, invoicing, payments, reporting, close-outs, etc.
  • Perform further duties in collaboration with the Khetha Programme Chief of Party, including:
  • Oversee the work of the Office Manager to ensure all contractual financial and administrative processes are adhered to, including setting up and updating filing systems for consultants and sub-award contracts and oversight of asset register.
  • Stay abreast of programmatic developments through regular interaction with program staff.
  • Assist with a wide range of ad-hoc internal program administration – and management processes not limited to financial management.
