Description:

Valiant is looking for a full-time Knowledge Manager with a proven record of creating strategies and processes to effectively improve knowledge and information sharing by leveraging collaborative technologies in a Department of Defense (DoD) environment. This position will interface with our client (the Center for Excellence in Disaster Management & Humanitarian Assistance) and provide a recommended strategy for improvements. This may include recommending other DOD-approved content management systems and web-based services to enhance the overall performance, usability, and usage of our client’s website. This is on on-site position that will need to be onsite Monday-Friday between 8:30-4:30. (Ford Island, Oahu, Hawaii)

EDUCATION REQUIREMENTS/CERTIFICATIONS:

  • BA/BS in Computer Science, Software Engineering, or related field. Masters in related field preferred.

Responsibilities:

  • Support and revitalized the Center’s knowledge management program, by developing and executing a knowledge management strategy that focuses on using knowledge-tools and processes to address existing knowledge issues, while aligning with the Center’s overall strategic goals.
  • Serve as the project manager and administrator for the implementation of the Blackboard Learning Management Suite to enable the Center to host virtual courses and enhance their on-site courses.
  • Perform Blackboard Suite administrative duties, including course and Collaborate session creation and management, permission management, user training, information architecture design and implementation, and basic troubleshooting.
  • Provide oversight and guidance on the Center’s use and development of SharePoint.
  • Perform SharePoint Site Collection administrative duties, including site creation, permission management, user training, information architecture design and implementation and basic troubleshooting.
  • Work with Graphic Designer and software developer as necessary to design, develop and implement user interfaces, graphics, applications, and features that address business requirements for CFE-DM’s SharePoint.
  • Monitor and Assess Performance of the CFE-DM Internal SharePoint Site Collection and sub-site.
  • Perform Website Administrator Duties including, user permissions, user training, documentation, information architecture design and implementation.
  • Work with Graphic Designer and software developer as necessary to design, develop and implement user interface, webpages, graphics, applications, and features that address business requirements for CFE-DM’s public facing website.
  • Monitor and Assess Performance of CFE-DM public facing Website. Post and Manage Content on CFE-DM Public Facing Website. Create and distribute monthly Web Presence Measures of Performance Report.
  • Track and manage renewal for CFE-DM’s website content management system license, SSL certificate and domain addresses.
  • Manage and maintain CFE-DM’s presence on APAN Community including, user permissions, user training, documentation, and new sub-group.
  • Create and maintain registration forms in APAN’s SharePoint for CFE-DM training courses.
  • Assist CFE-DM Public Affairs with monitoring and posting to CFE-DMs social media accounts on Facebook & Twitter.
  • Assist CFE and other DoD organizations world-wide with defining their information sharing goals and objectives related to unclassified information sharing with non-U.S. DOD entities such as non-government organizations (NGOs), international organizations (IOs) foreign militaries and civilians and provide technical solutions to achieve identified goals and objectives.
  • Designs, develops, tests, and maintains web applications.
  • Provide analysis and recommendations for website enhancements.
  • Account website maintenance, inventory support, user support.
  • Analyze and recommend changes to website to increase function.
  • Maintaining and troubleshooting error codes from the website.
  • Researching and transition to a new content management system (CMS) in Azure Government Cloud.
  • Work w/ the Pacific Warfighting Center (PWC) to properly code the search function to troubleshoot security/firewalls of DoD/hosting.
  • Support the redesign of website as well as re-organization.
  • Support the addition of videos/interviews to be added to the website.
  • Optimize responsive web design for interface with mobile devices and platforms.
  • 10+ years of Knowledge Management experience
  • Experience working with Department of Defense (DoD) systems and collaborative platforms
  • Blackboard Learning Management System
  • Collaborate Web Conferencing, Genius SIS
  • SharePoint & SharePoint Designer
  • Knowledge of full-stack development
  • Scripting/Programming Languages: Java, JavaScript, HTML, SCSS/CSS, ASP.NET.
  • Experience with SQL Server or other relational databases
  • Experience with Azure Government Cloud or a similar Cloud computing environment
