Description:
The main objective for the Lead Build Officer will be to lead the build of the new Leighton Hospital, and to will manage and lead a large team of in-house construction professionals through the design, procurement, and construction of the new hospital. The Lead Build Officer will work closely with the Construction Director and MEP Lead to manage excellent relationships with all internal and external stakeholders, and suppliers. The main responsibilities will include the following: To be a full member of the Technical Workstream participating in key programme decision making. To work closely with the Trusts EFM teams to integrate their requirements for operation and maintenance into the building fabric design as far as practicable within the constraints of the agreed cost and programme parameters.
Support the Construction Director to lead the client-side implementation and delivery of new Leighton Hospital design and the construction works. Lead on the procurement of a supply chain partner using P23 and or main works framework. Support the Construction Director and Programme Director to lead the agreement of the construction contract with the main contractor. Ensure as far as practicable that all contractors undertaking work on the Trusts premises fully comply with the Trusts Control of Contractors Policy and procedures and that all appropriate documentation and permits such as Permits to Work, Risk Assessments and Method Statements are correctly implemented.
Participate in ALDT-led user briefings to influence them being carried out in a fashion that ensures as far as possible that the design solution fully reflects all clinical, functional, and operational requirements of the users. Work alongside the Trusts appointed ALDT and Project Manager to ensure that all stakeholders are engaged in the process. In conjunction with the Construction Director and MEP Lead, be responsible for ensuring that external design consultants are accurately briefed, and their performance is managed and monitored. Lead project teams including external professional design consultants and contractors.
Undertake feasibility studies and issue formal reports, with input from other team members and specialists as required. Work closely with the MEP Lead, the Trusts ALDT, Principal Designer, Building Control Inspector and Principal Contractor to manage and comply with all statutory instruments and guidance, ensuring best practice related to building fabric. To work within established programme governance reporting structures to provide a clear view of progress, risks and control across the breadth of the technical workstream. Prepare reports for workstream and programme boards to ensure that information relating to project deliverables, risks and issues are effectively communicated between stakeholders and that key performance indicators are monitored and evaluated.
Present, interpret and explain highly complex or contentious information to large groups at meetings to influence understanding and change. To assist the Programme Director and Construction Director to ensure that the project timetable associated with the delivery of the Outline Business Case (OBC) and Full Business Case (FBC) are delivered. Foster collaborative and mutually supportive relationships with project leaders and senior stakeholders, assess cross-functional project team capability, provide coaching, and support to improve collaborative development and project results.
