Description:

On behalf of Chevron Australia, we are currently recruiting for a Lead Medic to join their team on Barrow Island for a 6 month contract on a 14/14 roster.
About this role
Roles and responsibilities include:

Develop, manage and coordinate Field Medical Services (25%)

  • Manage remote medical and occupational health contractors and clinics on Barrow Island (BWI), to deliver high quality, evidence-based healthcare to the Operations, Maintenance, and project workforces with consideration of OSHA reporting requirements.
  • Provides point of contact for all medical and wellness issues on BWI including Gorgon Leadership Teal (GLT), Emergency Response Team (ERT), and Incident Emergency Management Team (IEMT).
  • Provides logistic support and planning for medical evacuations for the Chevron Australia’s area of operations and employee and residential evacuation for Wheatstone Downstream and Onslow residents after hours.
  • Provides medical services contract supervision for BWI through interface with the Contractor’s nominated manager.
  • Manages the BWI budget approvals, accruals, Value of Work Done and projections.
  • Supports Wheastone (WHS) Downstream (DS) and WHS Platform when WHS medical lead absent
  • Completes Service Confirmations using SMART by GEP (or other system) for services, equipment and consumables delivered to BWI and other Areas of Operation as required.
  • Coordinate lease or purchase of required medical equipment and appliances (e.g., ambulances) to ensure requirements are met and aiming to standardize equipment to allow for interchange of personnel and equipment between sites.
  • Facilitate and record equipment and consumable loans/transfers between locations, were appropriate.
  • Responsible for contractor clinical staff approvals for employment on remote sites and marine operations
  • Provides medical services Subject Matter Expert (SME) advice to Projects for Turnarounds, Marine and Off plot planning.
  • Responsible for on-site resource management including staff, disposables, equipment, and medications,
  • Responsible for ensuring BWI Medical Service fulfils legislative and licensing obligations.
  • Develop, implement, and maintain a voluntary Medical Assistant program to support critical incident response on BWI.
  • Conduct clinical audits of medical care provided by contract medical organizations and staff.
  • Conduct field audits not restricted to resources, stock control and staff inductions a per the contractual requirements.
  • Provision of SME advice to contractors and offshore vessels that will be within our Area of Operations
  • Develop, regularly perform, and appraise emergency medical response drills and scenarios

Emergency & Infectious Disease Management (20%)

  • Provides a 24/7 Point of Contact for all medical issues for Chevron Australia and Chevron Australia Downstream outside normal working hours and public holidays.
  • Manages the BWI medical assistant training program ensuring appropriate emergency medical response capability.
  • Develop, implement and scenario test medical response plans and strategies including but not limited to Communicable disease management plan, Mass Casualty management plan, Fatality management plan for the Chevron workforce.
  • Maintaining, developing and implementing Plans and Procedures that pertain to emergency medical services and first aid on remote and offshore sites as required.
  • Act as the onsite medical coordinator to manage major incidents as part of the Emergency Management Team
  • Assist and manage medical emergency responses, including trauma management and public health incidents.
  • Actively communicate with State and Federal Disaster Planning Unit (DPMU) to ensure seamless integration with State Disaster planning efforts.
  • Actively participate as a medical SME member to the Western Australia Resources Aero Medical Evacuation (WARAME) group to ensure effective management of aero medical retrieval assets including fixed and rotary wing Search and Rescue (SAR) aircraft.
  • Undertake scheduled audits of WARAME aircraft to ensure effectiveness of service. Provide functional guidance and technical direction on clinical service expectations and medical emergency issues.
  • Support management of issues of public health importance on BWI and out of hours across Chevron Australia and Chevron Australia Downstream as an emergency 24/7 resource, referring to the Chief Medical Officer and other Health and Medical team members as required.
  • Provide SME input to policy development for management of all infectious diseases, including prevention, preparedness, surveillance, case management and recovery processes.
  • Keeping abreast of emerging issues specifically related to infectious disease and other emerging conditions and the impact it may have on site personnel and employees

Injury Management (20%)

  • Oversight and reporting of initial injury management on site for all injuries occurring on BWI and other Areas of Operation as required.
  • Engage with and provide feedback to on site medical service provider clinical staff in relation to injury management.
  • Initial triage and referral of Chevron Australia Downstream injury notifications
  • Provides Injury Management Coordination for the Chevron Australia and Chevron Australia Downstream after normal working hours and public holidays.
  • Provides support to Occupational Health Specialists for injury management, return to work planning and on site follow up as required.
  • Engage with on- and off-site Contractor injury management representatives to support optimal injury management of business partner personnel.
  • Support injured and ill workers’ return to work through on-site liaison between supervisors and Occupational Health Specialists
  • Where appropriate, manage injuries for BWI Chevron personnel including obtaining reports, follow up and return to work planning.
  • Provide required documentation to the Workers Compensation Administrator in respect of injuries managed

Fitness For Duty (FFD) and medical surveillance programs (20%)

  • Develop and implement the Chevron Australian medical surveillance program including audio and biological surveillance to potential occupational hazards on BWI.
  • Oversee the Fitness for Duty process of field contractors and ensure alignment with Chevron FFD processes and procedures.
  • Provide training and mentorship on the FFD process to employee and contract groups and relevant stakeholders.
  • Work in partnership with Company and project HES teams to manage FFD as an Operrational Excellence (OE) process.
  • Work in partnership with Contractor Operational Excellence Management (COEM) process owner to promote contractor compliance with FFD process.
  • Work in partnership with Company and project Health Environment and Safety (HES) teams to manage FFD as an OE process.
  • Liaise with Chief Medical Officer and contract medical providers on FFD cases.
  • Support conduct of medical assessments on and off site
  • Assist with on-site investigations of case management.
  • Facilitate the Alcohol and drug testing regime on Barrow Island including following up non-attendance and the provision of breath testing prior to offshore transport.
  • Provides point of contact for all FFD queries on BWI for clinical, operational and contractor work groups and on a 24/7 emergency basis for Chevron Australia and Chevron Australia Downstream

Reports and Special Projects (15%)

  • Oversee and review monthly reports on medical clinics performance and statistics.
  • On request, assist PGPA-led team or representatives in the evaluation of health-related impact assessments or community engagement activities.
  • Ensures that the Chief Medical officer is aware of any issues that impact the delivery of medical services.
  • In conjunction with Wellness Coordinator, plan, develop and implement the yearly wellness program on BWI.
  • Provides operational input into Emergency Medical Planning with the ERT Supervisors.
  • Provides oversight on a daily basis at the Clinic.
  • Supervise Health and Medical Vacation Students and other personnel when on BWI.
  • Facilitate research interventions to support evidence-based practice for medical services.
  • Other appropriate special projects as directed by the Chief Medical Officer
