JOB SUMMARY

Ottawa Public Library (OPL) provides accessible, innovative library and information services throughout the city of Ottawa, that meet the unique needs of diverse communities, delivered through facility, mobile, and virtual channels.

You represent OPL’s interests on a variety of assigned complex library facilities, professional planning services and projects. Your responsibilities involve technical initiatives and supporting strategic planning that address change, organization growth and drive impactful outcomes. You will:

  • Plan work, coordinate, and assist with aligning implementation plans for Facilities Planning and Development.
  • Be actively involved in representing OPL’s interests while collaborating with partners to produce feasibility studies, functional building programs, defining project parameters, identifying required resources, and establishing strong working relationships with internal and external participants. Use expertise in construction and design to review and provide valuable insights into project drawings, specifications, and plans.
  • Support management with information and communications and contribute to well-informed decision-making processes.
  • Conduct research and analysis to support strategic decision-making and program planning.

EDUCATION AND EXPERIENCE

4-year university degree in Architecture or field relevant to the key responsibilities of the position.
Minimum of 5 years of progressive experience in a field relevant to the position.

KNOWLEDGE

  • Comprehensive understanding of OPL’s mission, vision, values, governance structures, and familiarity with corporate policies and procedures of both OPL and City of Ottawa.
  • Understanding of relevant legislation, policies, regulations, and guidelines, such as the Ontario Building Code, Ontario Fire Code, AODA, City of Ottawa Design Standards, etc.
  • Understanding of sustainability practices within the construction industry and net carbon zero practice.
  • Understanding of Facility Management and Planning.
  • Understanding of public engagement.
  • Competence in RFP, RFQ and RFT development and use. Ability to obtain quotes and adhere to public sector procurement guidelines.
  • Research, statistical analysis and report writing techniques and processes.
  • Project evaluation and performance measurement processes.
  • Proficiency in computer applications, including MS Office, SAP, and Project Management software.
  • Understanding of environmental and industry trends impacting organizations and influencing the future of work and the workforce.
  • Competence in project management principles and practices.
  • Knowledge and application of the principles of financial and human resources management.
