Description:

REQUIRED QUALIFICATIONS:

  • Bachelor’s degree in business administration, law, urban planning, political science, public administration/policy or closely related field and four years of professional experience in one or more of the following (or comparable combination of graduate degree and experience):
    o conducting research and analyzing polices, laws, rules, or regulations
    o accounting
    o data management
    o public policy/administration
    o legislative policy development and/or planning
    o affordable housing development or administration

OR

  • Eight or more years of increasingly complex experience in Washington State affordable housing development or administration, accounting, data management, public policy, or legislative policy development at the state or local level.

PREFERRED/DESIRED QUALIFICATIONS:

  • Experience with Washington state planning and plan implementation procedures or experience with housing development, especially MFTE or other affordable housing programs.
  • Experience with administration of state or federal data tracking systems.
  • Experience with project management and overseeing the work of contractors and consultants.

Responsibilities:

TASKS INCLUDE:

  • Organize and lead efforts to improve the quality of local government implementation of this complex legislation.
  • Oversee implementation of technical assistance plans, and provide coaching and assistance to ensure successful implementation of the program at the local level.
  • Develop and provide detailed information to local government on the housing market, and how to calibrate affordability requirements within a variety of affordable housing programs, including the MFTE program.
  • Develop content and present to local governments on the complexities of the MFTE program and help address various implementation choices.
  • Provide technical recommendations and presentations on MFTE, programs, policies, and plans to state, public and private clients.
  • Lead legislative bill review and provide recommendations as related to the MFTE program, and testify as requested.
  • Monitor legislative changes to the MFTE program and produce legislative reports on time to meet statutory and proviso requirements.
  • Draft, edit, and approve communication intended for internal and external audiences to ensure readability and accuracy, including updating technical guidance resources to clearly and accurately reflect new legislation.
  • Select, verify and post related guidance, programs, studies, evaluation, forms, and pro-formas on the program’s web page.
  • Manage stakeholder engagement processes as needed.

TASKS INCLUDE:

  • Develop the MFTE and affordable housing auditing system consistent with RCW 84.14.100(3), coordinating with other Commerce programs to set up an MFTE database for the purposes of auditing.
  • Coordinate with other state partners, including the Department of Revenue, regarding

rulemaking for the MFTE audit program.

  • Define qualifications, develop RFQQ, solicit responses, evaluate, select and contract with

an auditing company to audit MFTE reports on a regular 5-year schedule, and manage contractors related to the audit program.

  • Lead the development of in-house record keeping systems for affordable housing projects along with guidance publications for the audit program, including maintaining a web site for projects subject to an audit.
  • Lead the process to consult with local governments to set auditing fees for the MFTE program to develop a self-supporting MFTE program.
  • Research, document and implement accounting procedures to track audit fees through time.
  • Provide consultation to local governments and affordable housing projects regarding record keeping and audit procedures.
  • Review and approve findings of noncompliance from the auditor and coordinate with local

governments to recommend sliding scale fees and penalties for developer noncompliance as per RCW 84.14.100(3).

TASKS INCLUDE:

  • Perform quantitative or qualitative data collection, analysis, monitoring, and reporting technical information about MFTE implementation.
  • Coordinate agency collection tools, collection processes, and verify data with county assessors.
  • Analyze annual reports from participating jurisdictions by gathering data into a report for

publication for a broad variety of audiences.

  • Evaluate success, identify opportunities, inform decision-making, and demonstrate results with the use of data.
  • Use current and emerging technology to create data visualizations and develop data

dashboards, to effectively communicate results to decision-makers, senior leadership, policy makers, and the public.

  • Create and maintain tools for local governments to gather annual information on affordable housing units with housing projects as required by RCW 84.14.100(1),
  • Provide guidance on record keeping by the jurisdiction and by the affordable housing project.
  • Develop and support the use of various tracking and auditing tools for housing projects that include affordable units, in support of clear records for periodic auditing.
  • Manage record keeping for the statewide MFTE program, retaining clean and verified first year data, submitted under RCW 84.14.100(2), to be used for annual updates to WCRER subsidized housing database, and for periodic review by JLARC, and identifying projects subject to auditing in future years.
  • Develop best practices in managing and reporting detailed demographic information for tenants of units receiving an exemption, implementing RCW 84.14.100(4).
