Description:

This position has primary responsibility for analyzing current and proposed management programs to evaluate their actual or potential effectiveness in achieving management objectives.

Responsibilities:

Conducts detailed analyses of complex functions and work processes of broad administrative or technical programs and makes recommendations for improvement in the effectiveness and efficiency of work operations. Develops new methods, organizational structures, and management processes. Counsels and advises program managers on methods and procedures, management surveys, management reports, and control techniques. Streamlines organizational policies and procedures to ensure that agency operates effectively and efficiently, including designing systems to implement and support improvement. Prepares briefing materials, testimony, presentations and provides subject matter expertise for the supervisor and various management officials on management options and goals. Attends meetings with, or on behalf of, supervisor where issues of significant program importance are discussed, and decisions are made. Performs other related duties as assigned.
Qualifications and Education
Specialized Experience – Experience that equipped the applicant with the particular knowledge skills and abilities to perform successfully the duties of the position, and this is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Such experience includes but is not limited to application of policies, procedures, rules and regulations governing operations, ability to analyze the impact of policies, procedures, rules and regulations upon agency goals and operations, qualitative and quantitative techniques for measuring effectiveness, efficiency, and productivity of assigned programs; skilled in applying generally accepted analytical and evaluative methods of involved field; and research related to professional standards, trends and best practices of profession.
