Description:

EXAMPLES OF TYPICAL JOB FUNCTIONS

  • Coordinate and conduct recruitment and selection activities by using an applicant tracking system and job-related valid screening techniques to conform to federal and state laws and regulations.
  • Conduct classification and compensation studies and make recommendations, including job title, salary and job description changes.
  • Administer and educate employees on the benefits program, including but not limited to group health, disability, employee health and wellness programs, and retirement.
  • Develop and administer a wide variety of employee engagement, recognition, and mentorship programs.
  • Assist with the employee performance evaluation process and monitors evaluations for timely completion.
  • Handle training administration by analyzing training needs, coordinating with vendors, scheduling and assembling training rooms, tracking participation and generating reports.
  • Monitor budget by tracking expenditures to ensure they do not exceed the contract amount.
  • Provide logistical coordination and organize agency-wide employee meetings and special events, including scheduling and set up.
  • Organize and plan onboarding activities including orientation and training for new and existing employees.
  • Administer the departments’ records retention program including coordinating retention and destruction with the Clerk of the Board.
  • Manage workers’ compensation claims by educating employees on the process, monitoring performance of the claim’s administrator, assisting with investigations, and assisting with return-to-work and ADA compliance programs.
  • Administer leaves of absence programs, ensuring compliance with applicable laws and regulations (FMLA, CFRA, PDA, & ADA).
  • Manage the Department of Motor Vehicle (DMV) Pull Notice Program.
  • Analyze, interpret and explain SBCTA Personnel policies and procedures to managers and employees.
  • Develop, review, and update personnel policies and procedures, ensuring compliance with applicable laws and regulations, and assist with implementation agency wide.
  • Conduct research assignments, including gathering and analyzing data, generating system reports, and preparing recommendations for consideration by management.
  • Prepare and administer requests for proposals for consulting services; participate in the evaluation and selection process; monitor work progress and product quality.
  • Maintain centralized databases, including the Human Resources Information System.
  • May provide backup for tasks involving property and facilities management.
  • Perform other duties as assigned.

KNOWLEDGE OF:

  • Principles and practices of Human Resource administration
  • Research and data analysis methods and techniques
  • Pertinent Federal, State and local laws, codes and regulations
  • Employee benefits and related laws
  • Office practices and procedures, including maintenance of records
  • Human Resources Information Systems (HRIS)

EDUCATION AND/OR EXPERIENCE:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
Equivalent to graduation from an accredited four-year college or university with major coursework in business or public administration, human resources, industrial relations, preferably in the public sector, or a related field AND at least one (1) year of analytical or administrative experience in Human Resources.
Experience with NEOGOV HRIS and EDEN is preferred.
