Description:

MELE Associates, Inc. (MELE) MELE support the National Nuclear Security Administration (NNSA) Office of Environment, Safety, & Health (NA-ESH), which supports and implements critical NNSA missions for maintaining the nuclear weapons stockpile and reducing global nuclear dangers. NA-ESH supports the effective development and consistent implementation of safety programs and requirements across the NNSA enterprise. NA-ESH also provides cost-effective packaging, nuclear material, and environmental stewardship services to the NNSA enterprise.
MELE requires an exceptional candidate to fill a Management Analyst position to support the NA-ESH Front Office to lead, manage, and execute all correspondence functions. This full-time position will be stationed at the U.S. Department of Energy (DOE) Headquarters building with the option for extensive telework.
NA-ESH works to enable safe operations and provide enterprise services to meet the 21st Century NNSA Enterprise needs. The organization continuously develops and reviews many documents including policy documents, decision memos, analytical reports, congressional reports and correspondence, and other agency documents. Numerous documents require reviews and actions on a short timeline. The Management Analyst will support NA-ESH’s Chief of Staff by leading the tactical day-to-day correspondence actions. They will collaborate and provide correspondence guidance to NA-ESH’s senior leaders and subject matter experts.
The Management Analyst position requires a background with correspondence management and prior experience in NNSA.
Description of Roles/Duties: The Management Analyst will manage Controlled Communications in eDOCS and serve as a resource and an advocate for NA-ESH staff throughout the correspondence process. This includes monitoring internal and external correspondence, providing essential and supplementary eDOCS training to NA-ESH staff, and collaborating with the NNSA Office of the Executive Secretariat. The Management Analyst will also distribute documents signed by the Associate Administrator and/or the Principal Deputy Associate Administrator.

MINIMUM QUALIFICATIONS:

  • College graduate with Bachelor’s degree
  • Prior experience in support of a federal government program
  • Prior experience with correspondence management
  • Excellent organizational skills
  • Is customer service oriented
  • Knowledge of Microsoft Office, Adobe Acrobat, and Concur system software
  • Outstanding team player able to work with a diverse group of people stationed in different geographic locations
  • Works well with short turnaround deadlines in fast paced office environment and is adaptable to changing priorities
  • Willingness to learn and flexibility to take on additional tasks as a member of a new and growing team
  • Ability to obtain and maintain a DOE L or Q security clearance

PREFERRED QUALIFICATIONS

  • At least two-years of prior experience with the National Nuclear Security Administration
  • Expert knowledge of eDOCS
  • Familiarity with NNSA M&O model

Responsibilities:

  • Lead NA-ESH correspondence management
  • Manage and implement tactical day-to-day correspondence work in the Department of Energy’s Electronic Document Online Correspondence and Concurrence System (eDOCS)
  • Develop standard operating procedures
  • Guide NA-ESH management and staff through all steps in correspondence process in originating, drafting, clearing, and tracking correspondence packages
  • Work closely with NNSA’s Office of the Executive Secretariate to originate, draft, clear, and track correspondence packages
  • Track multiple deadlines simultaneously
  • Learn the portfolio of responsibilities of each office to effectively and efficiently route packages to the correct team(s) for review
  • Communicate effectively with both internal and external stakeholders
  • Lead weekly Controlled Communications Meetings with participants from multiple offices (OCoS, NA-ESH-10, NA-ESH-20, ExecSec)
  • Maintain internal tracking log and data for all correspondence actions
  • Assist in development of the Sharepoint websites for the Office of Safety and Office of Enterprise Stewardship
  • Maintain the NA-ESH Sharepoint Hub website (update weekly staff meeting slides and all-hands meeting slides, update general information as needed)
  • Attend weekly meetings with the DNFSB Liaison to discuss status of DNFSB correspondence action items
  • Attend weekly Quality Assurance meetings and update the Quality Assurance sharepoint pages as needed
  • All other duties as assigned
