Position Title: Management Analyst SME
Location: U.S. Coast Guard Headquarters, Washington DC / Remote Work/Telework is at the discretion of the Government
OneZero Solutions is searching for a Management Analyst Subject Matter Expert (SME). The Management Analyst SME will be responsible for conducting organizational studies and evaluations; designing systems and procedures; conducting work simplification and measurement studies; and preparing operations and procedures manuals to assist management in operating more efficiently and effectively. They will also serve as a project manager/liaison between the government and the contractor’s personnel.

Responsibilities:

  • Conduct organizational studies and evaluations, design systems and procedures, conduct work simplification and measurement studies, and prepare operations and procedures manuals to assist management in operating more efficiently and effectively.
  • Provide technical/management leadership on major tasks or technology assignments.
  • Establish goals and plans that meet project objectives.
  • Demonstrate domain and expert technical knowledge, as well as decision making skills.
  • Direct and control activities for a client, having overall responsibility for financial management, methods, and staffing to ensure that technical requirements are met. Interactions involve client negotiations and interfacing with senior management.
  • Serve as a project manager/liaison and help overcome the employer-employee relationship between the government and the contractor’s personnel.

Qualifications/Background Profile:

  • Knowledge and experience in working with federal government/military records is required.
  • Knowledge of NARA database applications Electronic Records Archive (ERA), Archive and Records Centers Information System (ARCIS).
  • Ability to read, interpret, and apply Federal policy, directives, and regulations.
  • Ability to manage multiple projects simultaneously.
  • Experience using Adobe, MS Office Suite (Excel, Access, PowerPoint, and MS Word), MS Teams, SharePoint, MS Project, and Visio.
  • Experience drafting policy, point papers, detailed reports, white papers, transition plans, action plans, briefings, training, and PowerPoint presentations.
  • Experience in basic fact-gathering, research methodology, data collection, and analysis.
  • Experience in adjudicating programmatic amendments to Federal records retention policies for NARA review and approval boards.
  • Experience in creating standard operational procedures/tutorials and making decisions.
  • Experience implementing/deploying NARA Universal Electronic Records Management requirements.
  • Experience cross-referencing, researching, and analyzing NARA Federal records retention schedules.
