You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal Service. Examples of specialized experience include:
Experience with business operating division, and/or human resource programs, and of the interrelationships among these programs to research problems and issues; Experience with operations, organizations and procedures sufficient to determine appropriate action to take and the ability to communicate and apply this knowledge as needed; Experience with interpretation of relevant laws, regulations, rulings, policies or procedures in order to research and advise on specific questions or problems; Experience communicating orally and in writing on a multitude of subjects and to meet and deal effectively with a wide range of co-workers, executives and leaders within and/or outside the Service.

Responsibilities:

The following are the duties of this position at the full working level.

  • Serves as key advisor to the Director in planning the overall management policies, programs, and short or long-range plans.
  • Directs activities of subordinate analysts on teams applying life cycle processes and procedures from concept formulation through deployment.
  • Represents the Director at high-level meetings with executives from the National Office, field, other government agencies, Congressional Staff, and private vendors. Make commitments in principle on behalf of the Director and/or the Service.
  • Independently, or as a leader of a group, undertakes special projects and studies for the Director as related to the more complex facets of IRS business systems modernization.
  • Supports operational and technical standards, procedures, practices, and controls relative to delivering IT modernization by involvement in and support of the Enterprise Life Cycle, performance metrics and contractual standards.
  • Interacts with Executives and Division Directors, contractors, internal customers, and external customers to stay abreast of the management processes, Information Technology Investment Account and other activities related to the modernization program.
  • Provides expert technical support in providing detailed reports and recommendations for the organization on programmatic implementations.
  • Provides advice to Information Technology experts and other IT officials
