JOB SUMMARY

The Manager of Asset Management will be responsible for the strategic leadership, development, management, and administration of Asset Management within the Public Works department, overseeing a group of approximately 20 staff, including technical specialists, project managers and analysts engaged in Asset Management, Capital Programming and Integrated Data Management.
This position is responsible for Public Works Asset Management Plan, including the development of practices, procedures and policies related to asset management and tangible capital asset and the development of the annual Capital Budget and 10 year Forecast for all Public Works assets. In support of the Region’s Asset Management Plan, this role leads initiatives to improve data management in support of asset decision making across Public Works.

Responsibilities:

DUTIES & RESPONSIBILITIES

  • In-depth knowledge of key legislation policies, guidelines and relationship agreements (Asset Management Planning for Municipal Infrastructure Regulation, Environmental Assessment Act, Section PS 3150 - Tangible Capital Assets, among others) is required.
  • Responsible for the development, implementation and maintenance of asset management framework, policy, strategy, processes and practices in Public Works including asset management plan and associated asset lifecycle management, risk assessment, and performance metrics in alignment with provincial guidelines and best practices
  • Requires demonstrated knowledge of the financial practices necessary to develop a comprehensive capital budget for both State of Good Repair and Growth Infrastructure and tangible capital asset reporting.
  • Collaborate with engineering, operations, and finance departments to integrate asset management practices into budgeting, planning, and decision-making processes. to maintain Public Works assets in a state of good repair
  • Responsible for technical expertise training and support and evolution of Public Works asset management and GIS software systems, in support of asset management, asset financial and operational reporting needs.
  • Monitor and provide updates on industry trends, technologies and related legislation and regulations in order to advise stakeholders on changes that can impact service delivery or system requirements.

ADDITIONAL DUTIES AND RESPONSIBILITIES

  • Effectively manage customer relationships with the various internal stakeholders, external agencies, the public and neighbouring municipalities on issues pertaining to asset management, business and data requirements, and required IT system enhancements, upgrades or solutions.
  • Coordinate activities with other divisions within the Public Works department and other Halton Region departments, providing support through the development of policies and procedures that align with departmental objectives, changes to by-laws, and comply with related legislative and regulatory controls.
  • Prepare reports, presentations, and recommendations for senior management and council on asset management strategies and priorities.
  • Responsible for the management of the section’s human resources through the use of effective recruitment, performance management, staff development, and succession planning principles.
