We are looking for an experienced and collaborative professional to develop and execute the enterprise data and analytics strategy and roadmap for the Commission based on business needs and priorities. This includes translating that strategy and roadmap into an actionable plan and deliver data and analytics governance, tangible analytical capabilities, and business, market, and competitive intelligence insights to the business.

Salary Range: $118,774.98 - $148,469.59 annually (commensurate on experience)

Job Purpose:
Develops and executes the enterprise data and analytics strategy and roadmap for the Commission based on business needs and priorities. Translates that strategy and roadmap into an actionable plan and deliver data and analytics governance, tangible analytical capabilities, and business, market, and competitive intelligence insights to the business.
Manages critical and business-relevant data analytics activities in alignment with OUC’s overall vision and strategic direction. Leverages a collaborative approach in identifying data needs and issues, and promoting the cultivation of analytics capabilities across OUC to help drive adoption of data-driven decision making. Leads the development of the Data & Analytics Center of Excellence and cultivation of OUC’s analyst community.

Primary Functions:

  • Establish an enterprise data roadmap, guide data strategy and prioritization with senior leadership, collaborate with key business stakeholders;
  • Lead and manage a team of business and technical resources to deliver enterprise data and analytics services;
  • Create and act as chair for the DACE governing body that will be focused on enabling enterprise maturity of data and analytical capabilities through cross-functional collaboration and input on important data and analytics decisions for OUC;
  • Champion the development and/or support of purpose-built analytical capabilities focused on driving data driven decisions;
  • Provide subject matter expertise and guidance on analytics best practices to inform data prioritization and ensure appropriate integration with business processes;
  • Enhance the achievement of short and long-term goals for the business needs through data storytelling that directs business leaders, users, and data producers to make strategic decisions, and adopt best practices and better quality standards for their respective areas;
  • Conduct SWOT analysis on identified topics and deliver completed analysis to senior staff, directors, and managers with recommendations;
  • Establish an analyst community across OUC business units to promote transparency and knowledge sharing and drive data and analytics maturity across the organization to achieve best in class;
  • Build a high performing analytics team that will help deliver enterprise data strategy and stewardship, help mature business analytics and visualization in priority areas, and establish capabilities to provide advanced analytics for specific use cases;
  • Develop external analytic resourcing strategy: identify and select best in class external vendors and determine appropriate balance of in-house vs. outsourced staffing;
  • Oversee the development of critical data and analytic infrastructure by partnering with the technical team to identify and implement analytics tools to advance analytics maturity;
  • Bridge the gap between the business units and IT groups, and serve as an intermediary to translate business desires for functionality into technical plans, and conversely, technical constraints into business reality;
  • Serve as an advocate for both business value and healthy information architecture, balancing immediate analytic business value with strategic and scalable data assets;
  • Manage selection and promotion procedures including reviewing applicants and interviewing potential new employees to effectively recommend candidates for open positions within the business unit;
  • Manage, coach, develop, and perform corrective action/discipline to employees; assist team in technical guidance and direction;
  • Develop, measure, and take action on performance metrics for teams and individuals within the business unit; communicate performance expectations, support staff professional goals, and brief all related issues, initiatives, and actions, risks or concerns with Leadership;
  • Provide one-on-one performance feedback to employees and facilitate a process for effective cross training; perform annual employee performance appraisals;
  • Perform other duties as assigned.

Technical Requirements:

  • Working knowledge of all, but not limited to, the following:
  • Building enterprise data and analytics strategy;
  • Visualization and self-service data prep;
  • Enterprise class data and reporting and analytics platforms;
  • Proper data Governance;
  • Database development and best practices;
  • Familiarity with all, but not limited to, the following:
  • Software Applications (i.e., Analytics tools such as SAS, R, SPSS, Tableau, OBIEE, Qlik, Cognos)
  • Related industry, organizational and departmental policies, practices, and procedures; legal guidelines, ordinances, and laws;
  • Ability to:
  • Develop Data Delivery and Analytics products and process flows;
  • Develop high impact presentations that tell data stories;
  • Demonstrate excellent verbal and written communication and collaboration skills to effectively communicate with both business and technical IT teams;
  • Exhibit strong networking skills and ability to work across multiple organizations to accomplish diverse goals;
  • Guide data scientists in development of statistical models, poke at model statistics & conclusions;
  • Think and plan strategically with ability to communicate the strategy to a large organization;
  • Demonstrate a successful track record working with executive level professionals to drive business outcomes;
  • Demonstrate understanding of data and analytical business capabilities and methods, including applications in data science;
  • Display strong skills in team leadership and building positive business partner relationships, including ability to motivate and mentor others;
  • Display advanced experience and understanding in the design and interaction of business systems, data architecture, data sets, and applications;
  • Demonstrate experience in intelligence gathering, executive reporting and project management;
  • Rapidly learn and adapt to changing analytical and reporting systems;
  • Lead, coach, develop, and evaluate staff and cross-functional teams;
  • Effectively work with and through people to establish goals, objectives, and action plans;
  • Prepare and deliver effective presentations;
  • Effectively communicate strategic and technical information to a wide variety of internal and external stakeholders;
  • Identify strategic needs and develop strategic goals and plans;
  • Make arithmetic computations using whole numbers, fractions and decimals, and compute rates, ratios and percentages; understand and apply governmental accounting practices in maintenance of financial records;
  • Use Microsoft Office Suite (Outlook, Word, Excel, Power Point, etc.) and standard office equipment (telephone, computer, copier, etc.).

Education/ Certification/ Years of Experience Requirements:

  • Bachelor’s Degree in Data/Computer Science, Information Systems, Business Management, Statistics, Analytics, Mathematics, or related field of study from an accredited college or university;
  • Minimum of seven (7) years of experience in data analytics, to include:
  • Three (3) years of developing and implementing enterprise data analytics strategy and roadmap or functional experience building and managing analytics center of excellence and executive dashboards, etc.;
  • Three (3) years of experience supervising and developing a team of direct reports (required);
  • Certification in data analytics, preferred.
