QUALIFICATIONS

Education and Experience:

  • Post-secondary degree in a related field or equivalent education and experience
  • Extensive experience (minimum 6 to 8 years preferred) managing security operations, assets and systems in both contract and corporate environments.
  • Membership in a professional association such as the American Society of Industrialized Security (ASIS), the Association of Threat Assessment Professionals (ATAP), or a similar recognized industry
  • organization.
  • Previous management and supervision experience preferred.
  • Industry recognized professional certification in project management, protective services operations security systems and protection design or Information Technology preferred.

Knowledge, Skills and Abilities:

  • Considerable knowledge of principles and techniques related to fire safety planning
  • Working knowledge of related legislation and statutes including
  • Considerable knowledge of current technology, techniques and tools
  • Subject matter expertise of security infrastructure design, assets and systems
  • Ability to develop and foster relationships and collaborate with client groups and colleagues
  • Ability to handle confidential and/or sensitive information with a high degree of discretion and impartially

Responsibilities:

MAIN PURPOSE AND FUNCTION

The Manager, FIFA Security Programs provides strategic and operational management pertaining to the City’s responsibilities as contained within the Host City Agreement FIFA 2026. This includes the oversight and management of associated planning and operational requirements including security systems and physical security asset management.
This position provides technical expertise and leadership with respect to the planning, operations, deployments, costing, maintenance and procurement of security strategies, resources and assets including providing advice in the areas of infrastructure planning, design and operations. The role also provides leadership while developing, implementing and administering systems processes related to the security technology program supporting FIFA 2026.

SPECIFIC DUTIES AND RESPONSIBILITIES

Strategic Planning

  • Plans long-range security improvements and develops integrated security strategies including the FIFA2026 Security Concept of Operations.
  • Supports the Associate Director, CPS to meet the workload demands and requirements for the FIFA2026 Integrated Safety and Security Unit planning initiative.
  • Applies planning/scheduling techniques and risk-mitigation strategies to ensure effective delivery of preventive, predictive and responsive maintenance of security assets
  • Assesses the need and develops transition plans for future security model adjustments including reviewing current staffing models and recommending future staffing levels associated to FIFA2026.
  • Manages and coordinates the value added services and accountability through performance based standards, measuring and reporting outcomes, developing goals and measurements and benchmarking services against standards to support FIFA2026.
  • Establishes, develops and implements goals, objectives and operational requirements for security systems and assets consistent with the City’s strategic and operational objectives.
  • Develops and documents standards/metrics for measuring the efficiency and effectiveness of City-wide protective services operations and provides periodic reporting as part of the ISSU.
  • Attends ISSU meetings and supports CPS interests.
  • Participates in the development and activation of emergency management and business continuity plans related to FIFA2026

Leadership & Management

  • Provides guidance and expertise to the ISSU Stakeholders by assessing needs for protective services from medium and long-range perspectives.
  • Reviews departmental operations and develops appropriate systems and processes to ensure effective and efficient operation of the program.
  • Manages assigned projects; liaises with stakeholders and coordinates the activities of staff, consultants, and contractors to ensure project requirements are met and facilities impacts are minimized.
  • Acts as the key contact with respect to FIFA2026 requirements for contracted security service.
  • Promotes awareness and a culture of security and safety for the Host City FIFA2026.
  • Leads the continuous improvement process for all protective services programs and policies by establishing processes that ensure alignment, standardization and compliance of functions with site security management plans, as well as industry best practices, standards and regulatory requirements.
  • Works with key contacts in Business Units, ensures that workflow is efficient and understood.
  • Ensures an appropriate and prompt response to related issues and complaints.
  • Performs emergency response and on call requirements supporting the FIFA 2026 Host City Requirements.

Policies & Practices

  • Develops and implements policies, procedures, standards, training and methods for identifying and protecting people, property, information, facilities, operations, or material from unauthorized disclosure, misuse, theft, assault, vandalism or loss related to FIFA2026.
  • Designs and implements programs in support of meeting the FIFA2026 Host City Requirements
  • Implements the policies, procedures and systems required for maintaining and enhancing the overall
  • organization’s security mission.
  • Develops and manages the implementation maintenance and evaluation of policies and procedures for protection/security, fire safety/emergency response, security systems design and technology which support FIFA2026 Strategic long range outcomes.
  • Supports the development and maintenance of a standardized investigation and incident reporting documentation system.
  • Supports the CCTV and Technology Approach for FIFA2026
  • Ensures compliance of all security assets policies by employees and external service providers and recommending disciplinary/corrective action if necessary

Financial Management

  • Develops, in conjunction with the Associate Director, the FIFA2026 operating budgets for City
  • Protective Services including preparing and recommending budget submissions, monitoring expenditures and taking appropriate action to correct or mitigate variances.
  • Authorizes expenditures for utilization of contract security staff across the City.
  • Oversees Capital budgets for projects by developing budget, monitoring expenditures, performing variance analysis and making necessary amendments.
  • Develops and implements standardized technical supporting FIFA 2026 Host City Requirements
  • Provides technical advice and recommendations on security systems and physical security to ensure a safe environment and mitigate risk for the FIFA 2026 event.
  • Develops security design standards and technology platforms for capital projects including new and existing buildings.
  • Creates and implements technical standards and guidelines for the procurement and implementation security assets.
  • Maintains an electronic inventory including condition assessment of all security assets within the Host City Inventory
  • Provides support in specific areas such as, systems commissioning, contract management, and safety or integrity management.
