JOB SUMMARY

The Manager, Learning and Development is responsible for creating, implementing, and overseeing learning initiatives that align with Hydro Ottawa’s organizational goals and promote employee learning, growth and development. The Manager, Learning and Development is a strategic thinker with excellent leadership skills, a passion for learning, and a proven track record of designing and delivering impactful training programs.

EDUCATION AND EXPERIENCE

  • Bachelor’s degree in Human Resources, Education, Business Administration, or a related field
  • Minimum 5 years in a similar role with proven experience in learning and development, and a focus on instructional design, training delivery, and program management.
  • Strong understanding of adult learning principles, instructional design methodologies, and learning technologies.
  • Excellent communication, presentation, and interpersonal skills, with the ability to engage and inspire diverse audiences.
  • Demonstrated leadership abilities, including experience leading and developing high-performing teams.
  • Strategic thinker with the ability to align learning initiatives with organizational goals and priorities.
  • Experience in change management and facilitating organizational change through learning interventions.
  • Familiarity with learning management systems (LMS), e-learning authoring tools, and a range of other learning technologies.
  • Strong computer skills, proficient in the use of Google Workspace and human resources information systems, specifically Workday
  • Experience managing training in a regulated and safety focused environment is considered an asset.
  • Certification in instructional design, training facilitation, or related areas considered an asset.
  • Knowledge and experience with the utility industry and electricity sector is considered an asset.
  • English essential, both oral and written; Bilingual (English/French) considered an asset
    This is a management group opportunity and salary will be commensurate with qualifications.
    Hydro Ottawa offers a Hybrid Work Model. Hybrid work is position specific, the details of which the hybrid model will be discussed with successful candidates.

Responsibilities:

  • Develop and implement comprehensive learning strategies that support the organization’s objectives and drive employee performance and development.
  • Oversee the development, delivery, and evaluation of training programs, including technical skills training, safe work practice and compliance training, apprenticeship training, and professional and leadership development.
  • Create engaging and relevant learning content, including e-learning modules, instructor-led training materials, videos, virtual reality, mobile-enabled micro learning modules and other resources.
  • Stay abreast of emerging learning technologies and trends, and leverage them to enhance the effectiveness and efficiency of training programs.
  • Assess the effectiveness of training programs through metrics, feedback, and evaluation methods, and continuously improve learning initiatives based on results.
  • Lead a team of experienced learning professionals, providing mentorship, guidance, and support to ensure the successful execution of learning initiatives as well as ongoing professional development of team members.
  • Collaborate with internal and external stakeholders, including technical subject matter experts, external partners, HR Partners, and all levels of leadership to identify learning needs and align training programs with business objectives.
  • Support organizational change initiatives by developing and delivering training programs that facilitate skill development and adaptation to new processes or technologies.
  • Ensure training programs comply with relevant regulations and industry standards, and that accurate records of employee training completion and certifications are maintained in Workday.
  • Collaborate with external vendors and consultants as required to supplement internal capabilities and resources.
  • Manage the learning and development budget efficiently, allocating resources effectively to maximize the impact of training initiatives.
  • Develop, track and report key performance indicators for learning and development programs and initiatives.
  • Other related duties as required
