ABOUT US

The National Heavy Vehicle Regulator (NHVR) commenced operations in 2013 as a national entity responsible for regulating all vehicles in Australia over 4.5 tonnes gross vehicle mass. Located in Brisbane, the NHVR minimises the compliance burden on the heavy vehicle transport industry, reduces duplication and inconsistencies across state and territory borders, and ultimately for the heavy vehicle business with government in Australia.

SKILLS AND CAPABILITIES:

  • Experience in managing a team with differing levels of knowledge and experience – demonstrated ability and experience in mentoring, coaching and developing team members

  • Demonstrated experience in administrative, regulatory and public law.
  • Demonstrated experience providing senior managers and Boards with legal advice in a complex technical environment.

  • Highly developed written and verbal communication skill and a demonstrated attention to detail.
  • Demonstrated ability to manage priorities and deliver quality outcomes within required timeframes.

QUALIFICATIONS AND EXPERIENCE:

  • Admitted as a legal practitioner of the High Court or Supreme Court of a State or Territory.
  • Minimum of 10 years’ experience working in a legal capacity in administrative, regulatory and public law in a commercial or government environment.
  • Ability to lead, manage people, communicate effectively.
  • Ability to demonstrate initiative, innovation and self-motivation and the ability to work effectively and flexibly, think strategically, set priorities and manage variable workloads.

Responsibilities:

ABOUT THE ROLE

Assist with managing the NHVR’s Legal Services Unit to ensure that the agency’s strategic priorities are achieved and are supported by appropriate advice and structures, and that risk is effectively managed. Support the Director Legal Services and the legal team members in providing high quality advice and legal services.

KEY RESPONSIBILITIES/ACCOUNTABILITIES

  • Manage and supervise a team of lawyers, who provide legal advice and assistance in relation to statutory interpretation, advice about legislative functions and powers, statutory decision-making, delegations and authorisations, administrative and regulatory law matters, drafting and managing statutory instruments, privacy, and applications under the Right to Information Act 2009 (Qld) and the Information Privacy Act 2009 (Qld). This includes managing their activities and performance and providing mentoring, guidance, and professional development.
  • Working with the Property, Commercial, & Insurance team, and the Workplace Law team, within Legal Services, as may be required.
  • Contribute to leading a positive culture within Legal Services and input and contribute to improvements in service delivery.
  • Provide advice and support relating to matters involving the above areas.
  • Ensure procedures incorporated into NHVR’s policies to manage legal risk are consistent with corporate governance processes surrounding fiscal integrity, resource management, people management, ethics and accountability to improve consistency in decision making and diligence in meeting statutory and legal requirements.
  • Assist with managing the provision of legal services from external providers to ensure effective and efficient service delivery.
  • Assist and contribute to the management of the Legal Services unit.
  • Ensure the provision of accurate advice in interpreting the Heavy Vehicle National Law.
  • Assist in the leadership and coordination of strategic contractual, legal and legislative review processes.
  • Ensure that the NHVR is appropriately represented at negotiations, mediations, arbitrations, hearings, and appeals, when required.
  • Assist with managing and facilitate continuous staff development in research into new and emerging legal matters concerning the heavy vehicle industry.
  • Liaise with stakeholders and staff, to identify their needs and expectations of service delivery and to determine if current service is satisfying their requirements.
  • Understand and comply with WHS legislation and NHVR policies and procedures to ensure that employees are compliant, actively promote the benefits of a positive workplace health and safety culture and maintain a safe work environment.
  • Adhere to all NHVR policies and procedures to ensure compliance with NHVR internal processes.
  • Comply with WHS policies and procedures and contribute and promote a safe and health work environment
