JOB DESCRIPTION

The Manager of Applications Development will be responsible for facilitating and directing the development and administration of the technology systems and functions to ensure that enterprise technology goals are met. The incumbent in this position provides tactical and strategic planning and direction for the technology functions and/or technology teams.

QUALIFICATIONS

• 10+ years of professional experience with a Bachelor’s degree in Computer Science or related field;
• 3+ years of people management experience is required.
• Strong communication skills with a high priority on listening to others.
• Knowledge of E2E Healthcare Claims processing system design.
• Experience in successfully executing complex, cross-functional enterprise efforts and implementing them in production.
• Managed a team with Production support responsibilities and Development responsibilities.
• Experience in engaging with external vendors and contract management.
• Experience in upgrade and migration of production systems to containerized cloud ecosystem.
• Knowledge of Secure Software development and enhancing developer experience.
• Ability to practice empathy and build trust amongst the team.
• Ability to research and maintain current and emerging technical knowledge to support rapidly changing technology
• Highly knowledgeable in preparing business plans, IT plans, Technology Roadmaps, and technical project proposals
• Knowledge in preparing and managing budgets
• Ability to analyze business requirements and recommend the right solutions in a timely fashion
• Demonstrated use of ingenuity and creativity by taking actions to direct the analyses and solutions of problems
• Knowledge of systems development life cycle, including the ability to coordinate and prioritize multiple initiatives and deliverables utilizing SAFe Agile, SCRUM or other appropriate development methodologies.

  Base Pay Information
  The national base pay range at the end is a good-faith estimate of what Delta Dental may pay for new hires. Actual pay may vary based on Delta Dental’s assessment of the candidate’s knowledge, skills, abilities (KSAs), related experience, education, certifications and ability to meet required minimum job qualifications. Other factors impacting pay include prevailing wages in the work location and internal equity. $133,300 - $260,000

• Drives the recruitment, evaluation, motivation, development, promotion, develops performance requirements and evaluates staff
• Develops systems support policies, procedures, and standards in compliance with industry best practices and optimizes operational activities to drive efficiency and achieve continuous improvement while supporting customer service agreements.
• Monitors and oversees initiatives and deliverables including but not limited to completion of comprehensive definition of direction, scope and objectives; development of work plans, schedules and budgets; determination of staffing requirements; definition of deliverables; and establishment of design review and quality assurance checkpoints for all aspects of the initiatives.
• Drives increased efficiency across the teams, eliminating duplication, leveraging product and technology reuse
• Reviews, manages, and resolves complex and highly complex problems involving one or more teams, systems or functions.
• Undertakes and oversees the process of defining problems and implementing solutions
• Influences decision making in functional and technical designs through active partnership with cross-functional teams
• Influences decision making in Technology and Product Road-map(s) through active partnership with Product and Business stakeholders
