The Human Services department is seeking a Permanent Full-time Manager of Building Services to join our dynamic team at Victoria Manor Long Term Care. Reporting to the Executive Director, the Manager of Building Services is responsible for the overall operation of the Building Services Department to achieve high standards of quality service, cleanliness and sanitation in accordance with quality management, legislative requirements and the organization standards.

QUALIFICATIONS:

  • Minimum 2 years’ experience in a managerial or supervisory capacity.
  • Management experience working in an institutional setting is desirable.
  • Knowledge of evidence-based practices and prevailing best practices related to housekeeping, laundry and maintenance.
  • WHMIS training would be considered an asset.
  • Ontario: Successful completion of the Fire Safety Planning Training for Owners and Operators in accordance with Ontario Regulation 150/13.
  • Background in a building trade is an asset with the ability to read and interpret building prints and drawings.
  • Occupational Health and Safety Certification preferred.
  • Knowledge of the requirements of The Long Term Care Homes Act, Standards and Regulations, Occupational Health and Safety Act and other pertinent Federal, Provincial and Municipal Statues which influence the operation of the home and more specifically those which affect the fire and general safety and maintenance aspects of the operation.
  • Computer skills including Excel/Word/Outlook.
  • Effective verbal and written English communication skills required.

EDUCATION:

  • Post-secondary degree or diploma.
  • Related educational background and experience in environmental services.

Responsibilities:

  • Manage the Building Services of the home, and all team members in Building Services Department.
  • Plans, co-ordinates, directs and monitors the effectiveness of all operational activities within the Building Services Department.
  • Planning, directing, training, assigning and scheduling work assignments for the team members of the Building Services Department including evaluating job performance on an annual and ongoing basis, interviewing and hiring team members, and implementing disciplinary actions where appropriate.
  • Facilitates department budgets including ensuring sufficient resources/equipment are available through budget preparation, maintenance and the hiring of appropriate and adequate staffing levels.
  • Maintaining the building (includes equipment, furnishings and fixtures) in a clean and sanitary good state of repair.
  • Maintaining the external grounds; oversees waste management program for the home.
  • Ensuring the timely and efficient laundering of linen and residents’ personal clothing.
  • Supporting the fire safety program for the home.
  • Administering the quality assurance program for the housekeeping, maintenance and laundry services. Supports and participates in quality initiatives by providing input and suggestions for improvement, reporting feedback to immediate supervisor.
  • Managing and overseeing the routine and preventative maintenance program for the home.
  • Responsible to ensure that the Asbestos Management Plan is followed (if applicable).
  • Ensure positive union-management relations by managing disputes and grievances.
  • Managing WSIB claims and minimizes negative impact to NEER statement.
  • Ensure invoices are approved and sent to the Support Services Office according to set policies.
  • Directs and administers the Building Services Department to provide a clean, attractive, aesthetically pleasing and safe environment for residents, team members and visitors to the home.
  • Establishes standards and work procedures for the environmental services team members in accordance with corporate policies and the established policies of the home.
  • Manages the pest control program.
  • Manages the electronic maintenance program ensuring all work orders, equipment, preventative maintenance records and requisitions are entered and maintained.

Manages team members by:

  • Recruiting, hiring, training, evaluating, performance managing, promoting, transferring and dismissing department team members in consultation with the Executive Director and Human Resources.
  • Schedules work required for all Building Services team members to ensure adequate coverage for each service.
  • Provides in-service opportunities for all team members to enhance team member performance.
  • Ensures orientation is provided for all new team members of the Building Services Department.
  • Ensures documentation is on file for all in-services and disciplinary action held for Building Services team members.
  • Create and revise basic job routines for Building Services team members.
  • Attends all mandatory and pertinent in-services offered at the home affecting the provision of resident care.
  • Knowledgeable of the Residents’ Bill of Rights.
  • Manages WSIB claims and minimizes negative impacts to NEER statement.
  • Manages the Return to Work process and/or arranges modified work programs for department team members.
  • Completes routinely scheduled preventative maintenance procedures to ensure: a) the safe operation of equipment and building systems; b) the proper operation of fire safety equipment; and,

c) that compliance is met with the applicable legislation. This includes regular inspection and evaluation and appropriate documentation records of the physical condition of the home and its contents, as well as the external grounds.

  • Serves on the Infection Control and Occupational Health and Safety Committees of the home.
  • Prepares budgets, and other administrative guides, develop inventories of laundry, housekeeping and maintenance supplies and equipment, and selects and requisitions new or replacement supplies and equipment. Maintains records appropriately.
  • As part of the quality control program for laundry services, establishes procedures for examination of finished laundry and work efficiency in the interest of quality control.
  • Arranges for distribution and storage of finished laundry to ensure adequate supplies of clean laundry on the resident care floors. This includes maintaining an inventory of: a) the quantity of chemicals, detergents, soaps, and other material used on a daily basis; and b) linen quantity/quality and quotas for the resident home areas.
  • Analyzes work schedules, sets priorities, expedites operations and oversees completion of reported repairs.
  • Ensures that the requirements of legislated standards pertaining to general fire safety maintenance, and repair of the home are maintained and implemented. Participates in and supports the fire safety and WHMIS programs for the home. Ensure Material Safety Data Sheets are current and updated. Appropriate records are kept for fire safety training and corrective action is followed-up.
  • Acts as a liaison for the Home communicates with outside contracted service providers to ensure work is completed as required and contracts are maintained appropriately.
  • Works with outside agencies and ensures that inspections and investigations are completed in accordance with appropriate legislation and authoritative bodies.
  • Implements and participates in planning the department’s contingency strategies to ensure provision of services during emergency situations.
  • Delegates responsibility to staff based on clearly defined lines of authority and communication.
  • Implements, establishes and maintains an effective quality and risk management system for the department to ensure legislative regulations and standards are met.
  • Ensures that all required committees are functioning within their terms of reference and areas of responsibility.
  • Manages and monitors all expenditures, explains monthly variances and works with the Executive Director to identity corrective action.
  • Responds promptly to concerns of residents and family members, mediating a satisfactory response to concerns and implements action plans to avoid reoccurrence of similar issues.
  • Ensures that all risk areas identified are addressed in a timely manner and according to corporate policy and applicable legislation.
  • Knows and interprets MOHLTC legislation, regulation and process.
  • Work in accordance with the organization’s Health and Safety Policies and Procedures and in compliance with the Occupational Health and Safety Act.
