REPORTS TO: Director of Environmental Services
LOCATION: Initial placement - Burford Administration Office
Minimum Qualifications:
- Post secondary education in Environmental Science, Engineering, or related field.
- 5 years of progressive experience gained through more responsible positions, preferably in a municipal environment.
- Supervisory and mentoring experience.
- Strong leadership skills including but not limited to communication, interpersonal, technical competence, problem solving, decision making, and organizational skills in a results-oriented environment.
- Extensive knowledge of applicable theories and practices of water/wastewater/stormwater monitoring programs, laboratory data management, quality management systems and process improvement
- Demonstrated knowledge and application of statutes, regulations and by-laws including the Safe Drinking Water Act, the Ontario Water Resources Act, the Environmental Protection Act, the Clean Water Act, the Ontario Health & Safety Act and Occupational Health & Safety Act.
- Proven knowledge of policy development and interpretation/analysis of Provincial and Federal Environmental and Occupational Health & Safety legislation
- Excellent tact and diplomacy skills with the demonstrated ability to facilitate communication with a broad spectrum of stakeholders including but not limited to elected officials, public, government agencies and all team members.
- Demonstrated ability to build positive relationships and earn the confidence/trust of stakeholders.
- Demonstrated ability to work under pressure, with conflicting priorities in a fast-paced environment.
- Demonstrated ability to provide exemplary customer service.
- Demonstrated commitment to Health & Safety and Regulatory Compliance.
- Ability to travel, meet deadlines, work a flexible schedule, and respond to emergency situations.
Duties:
- Support the Environmental Services Division by leading and coordinating compliance and quality initiatives for Water, Wastewater, Stormwater and Solid Waste Operations.
- Working collaboratively with internal and external stakeholders, participating in cross-program initiatives.
- Ensure that Compliance programs and Quality Management Systems are provided in accordance with County, Provincial and Federal legislation, and guidelines with minimal disruption to the public and in the most effective and efficient manner.
- Operational management of the County of Brant’s environmental monitoring and sampling programs, municipal drinking water system monitoring and sampling and small drinking water systems operations and maintenance as required by O. Reg 170/03 and O. Reg 319/08
- Systems Management Representative for the County’s Drinking Water Quality Management System
- Develop programs, policies and procedures for Compliance and Regulations activities.
- Results oriented and persistent in ensuring objectives are accomplished
- Provide strategic leadership, program coordination and performance accountability to a multi-disciplinary team of 3 to 5 internal staff, as well as consultants and contractors when needed
- Participate and regularly act as spokesperson in discussions/presentations on Compliance and Regulations issues to Council, agencies, the public and the media. Attend various Committee/Council and public meetings as required.
- Interpret, apply and enforce the provisions of various by-laws related to the functions of the Section and recommend changes where appropriate.
- Analyze new regulations and standards and prepare course of action for implementation and policies.
- Other duties as assigned.
Annual Salary: $92,219 - $107,890 (Job Grade 9 – Under Review) 35 hours per week
